The Deputy Chief of Party (DCOP) will provide management oversight to the Ukraine National Identity through Youth (UNITY) activity. UNITY is a six-and-a-half-year, USAID-funded program that started in 2020.

The DCOP will be responsible for supporting the Chief of Party (COP) to ensure effective management and seamless integration of project activities to achieve results on time and within budget. Under the supervision of the COP, DCOP will drive program management across assigned program objectives, provide day to day oversight to technical leads, and ensure full integration across components, including effective coordination with MEL and partner engagement teams. DCOP will assist the COP in management and decision-making on technical issues.

Your Background & Skills

  • Bachelor’s degree (master’s degree highly preferred) in a management discipline or related field.
  • Minimum of 14+ years of progressive experience or a master’s degree and 13 years of experience
  • Experience working on large, complex programs funded by USAID or other USG donors preferred.
  • A deep understanding of youth engagement, civic education, formal and informal education, civil society strengthening, youth livelihoods, or peacebuilding.
  • Demonstrated experience in managing youth development and/or workforce development programs in Ukraine, with the ability to demonstrate outcomes.
  • Experience in establishing systems and overseeing program start-up and close-out; overseeing multiple program areas simultaneously; hiring, training and supervision of local personnel.
  • Prior experience providing technical assistance and/or coaching to local organizations/institutions on youth-friendly service provision, youth engagement and participation.
  • Excellent leadership and interpersonal skills including conflict resolution abilities.
  • Ability to communicate effectively with internal and external stakeholders, including governments, private sector, educational institutions, NGOs, donors, etc.
  • Demonstrated understanding of contract compliance and sub-granting is preferred.
  • Ability to communicate professionally and provide written reports in English and Ukrainian is required.
  • Strong representational and organizational skills.
  • A commitment to, and vision for how youth employment outcomes can be improved.
  • Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
  • Fluency in written and spoken English and Ukrainian.
  • In-depth knowledge of the Ukrainian education sector preferred.
  • Must demonstrate valid proof of unrestricted work authorization in Ukraine.

Your Daily Tasks

  • Support COP in planning and quality control for overall implementation of UNITY program.
  • In conjunction with the COP, provide technical direction for the program, including integration of foundational principles such as Positive Youth Development in youth-targeted activities; develop coordinated work plans across technical components; and ensure the program adaptively responds to changes in the operating environment to meet the desired objectives.
  • Manage and supervise a team of approximately 10 technical staff, ensuring professional skills development in core competencies for project implementation, as needed.
  • Ensure that the assigned technical team provides high quality, accurate and timely inputs for all required program reports.
  • Contribute to monitoring, evaluation, and learning; project communications; and project reporting.
  • Manage effective communication and coordination with IREX home office team.
  • In collaboration with the Chief of Party (COP) develop and communicate the overall project vision and values to staff, partners, and stakeholders.
  • In collaboration with COP, develop and maintain cross-sectoral relationships with key implementers, private sector and civil society partners, employers, program beneficiaries, youth leaders, youth cooperatives, youth networks, and other stakeholders.
  • As delegated by the COP, develop and maintain partnerships with key government entities at the national and local level as well as with other donors.
  • Oversee technical activities of local partner organizations and provide coaching to ensure a focus on relevant activities and achievement of outcomes.
  • Represent IREX and support its organizational development.
  • Support the renewal process of assigned program.
  • Support and coordinates country partner outreach as requested. Gathers market intelligence specific to regional/country of responsibility.
  • Support one or more areas of the proposal development process; to include, but not limited to, proposal design, writing, and/or review.
  • Oversee technical coordination with the Subgrants and Contracts team to ensure that implementing partner grants, micro- and small-grants and construction procurements for youth center renovations are designed and implemented in line with the technical vision, compliance requirements, on time and within budget.
  • Facilitate inclusive and gender-sensitive processes and approaches, engaging local organizations, institutions, and youth, to design and implement effective activities to strengthen youth participation at community and regional levels.
  • Serve as Acting Chief of Party in the Chief of Party’s absence.
  • Travel throughout Ukraine and abroad as needed.
  • Other duties as assigned.
