Deloitte is seeking a qualified candidate to serve as a Construction Specialist in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine.

Project Background

Ukraine SOERA supports the structure, strategy, and operations of key Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The SOERA team focuses on increasing the efficiency of key R&R entities – State Agency for Restoration and Development of Infrastructure (SARDI), Project Management Unit (PMU), and Ministry for Restoration (MOR) – and improving R&R coordination across Ukrainian and donor stakeholders.

Specifically, SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the R&R ecosystem encompassing policymaking and implementation entities at the national and subnational levels.

Objective

The Construction Specialist will support technical assistance (TA) under SOERA’s R&R component, providing support under the Supply Chain Management (SCM) workstream, to deliver improved cost estimation processes, improved construction input classification, and two interconnected information technology (IT) tools alongside a construction cost database and improved design standards.

Responsibilities

  • Support the development of improved cost estimation processes, improved construction input classification, and construction cost database IT tools.
  • Coordinate with SOERA R&R counterparts and beneficiaries at MOR, SARDI, and the subnational government level in steering and technical cooperation meetings.
  • Knowledge of Ukrainian construction standards. Research construction industry standards and global best practices.
  • Analyze legislative and regulatory acts to gather requirements for the revision of the Unified State Electronic System in the construction sector (supply chain database).
  • Provide IT product analysis and recommendations.
  • Support the development and execution of workshops and trainings for subnational government beneficiaries.
  • Assist in the research and development of analytical reports to support IT assessment and technical assistance tasks.
  • Facilitate discussion with vendors to identify optimal off the shelf and customized software solutions.
  • Prepare reports and deliverables in accordance with SOERA annual work plans.

Required Qualifications

  • Bachelor degree in civil engineering, construction engineering, architecture, construction management, or a related field.
  • Minimum 3-5 years of professional experience related to construction engineering or management.
  • Excellent communication skills in Ukrainian and English.
  • Strong understanding of Ukrainian rules and legislation, construction project cycles, program needs assessment, procurement, and the theoretical and practical aspects of implementation.
  • Work experience on infrastructure projects with funding from international financial and donor organizations strongly preferred.
  • Experience in related fieldwork and preparation of monitoring reports for international organizations strongly preferred.
