Deloitte is seeking candidates for the position of Finance Officer in support of USAID/UKaid SOERA. The position is full-time and will be based in person in Kyiv, Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.

Objective:

The Finance Officer supports the accounting function for SOERA in accordance with Deloitte’s financial procedures, including but not limited to managing financial operations and ensuring compliance with USAID regulations and project requirements. This position is responsible for the accurate calculation, approval, and processing of project-related financial transactions, including payments, salaries, per diems, travel expenses, and independent consultant payments. The Finance Officer will support effective communication with GDIP, facilitate the reconciliation of expenses, and ensure timely and compliant financial processes required by Ukrainian legislation. The Finance Officer reports directly to the Senior Finance Manager and will work with support from the SOERA Field-Office operations team.

Responsibilities:

  • Calculate salaries for project staff on bi-monthly basis.
  • Manage all requests and payments related to vacations and other leaves taken by project employees.
  • Prepare and process salary approvals through all required stages, including documentation and submission for higher-level approvals as needed.
  • Prepare advance reports and coordinate advance payments to travelling staff of SOERA with GDIP after receiving all required approval from USAID.
  • Review and reconcile travel expense reports submitted by project staff and consultants, ensuring adherence to USAID travel policies and project guidelines.
  • Verify the accuracy of travel-related expenditures and facilitate the approval and reimbursement process.
  • Process payments for independent consultants, ensuring compliance with contract terms and USAID regulations.
  • Verify and reconcile Invoices, Acts, and other relevant documentation submitted by consultants.
  • Prepare and maintain all financial documentation and records in compliance with USAID standards and project requirements. Input all payment information in the accounting system (SAGE).
  • Coordinate with the GDIP regarding financial aspects of the project, including payments, salaries, and per diems.
  • Provide clear and timely updates to project staff on payment-related inquiries and procedures.

Minimum Requirements:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. A Master’s degree or professional certification (e.g., CPA, ACCA) is preferred.
  • At least three years of professional experience working in a finance role.
  • Fluent Ukrainian and English.
  • Strong written and verbal communication skills in English.
  • Excellent analytical, organizational, and communication skills.
  • Ability to work well in a team.
  • Excellent planning and time management skills.
  • USAID program experience preferred.
