Deloitte is seeking resumes for qualified candidates to serve as IT Support/Operations Specialist for the USAID Health Reform Support project. The position is full-time and will be based in Kyiv, Ukraine.

Project Description

The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability, and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

Background/Objective

The IT Support/Operations Specialist will be responsible for maintaining the project’s IT systems, cybersecurity protections and IT inventory. The position will also provide general operations and logistics support to the Finance and Operations team, as necessary. The position reports to the Finance and Operations Lead.

Responsibilities

The IT Support Specialist/Operations will undertake the following responsibilities and tasks:

IT Support:

  • Manage and maintain the field office’s IT infrastructure, including hardware, software, and networking systems.
  • Provide end-user support and troubleshooting across the project. Addressing project staff IT requests.
  • Ensure continuous system availability and reliability.
  • Manage LAN/WAN protocols and networking equipment.
  • SharePoint Management.
  • Ensure optimal configuration, security, and performance of cloud services.
  • Implement robust data backup procedures to ensure data integrity and availability.
  • Manage and test backup systems regularly to ensure quick recovery in the event of data loss.
  • Monitor network performance and ensure system security.
  • Implement and update cybersecurity measures.
  • Troubleshoot and resolve issues related to computers, networks, and peripheral equipment.
  • Conduct regular system audits to ensure compliance with the latest security standards.
  • Respond to and mitigate the impact of security breaches and viruses.
  • Support with online licenses and subscriptions.
  • Train staff on the use of IT systems and best practices for data security and management.
  • Support with IT procurements.
  • Stay informed about new technology trends and innovations.

Operations Support:

  • Assist with administrative, operations and procurement tasks.
  • Support logistics for in-person activities and events

Requirements:

  • BA or higher in computer science or relevant subject.
  • Minimum of 5 years of experience in information technologies.
  • Demonstrated experience in IT systems design, information security, cybersecurity, information systems project management.
  • Experience with USAID-funded projects is preferred.
  • Strong English communication skills.
  • Ability to work in a team and independently with minimum supervision.
  • Excellent time-management and organizational skills.
  • Strong team player who thrives in a fast-paced environment.
