The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

Under overall supervision of Head of the CBT (cash-based transfers) team, WFP Ukraine is recruiting a Programme Assistant, to perform specialized and/or standardized policy and programme-related processes and activities to support the effective and timely implementation of the WFP Ukraine cash assistance operation.

The position holder should have/will develop a hybrid programme-technical profile, soft skills and ability to proactively work with other teams.

The position holder should also use tech-savviness and data literacy to perform daily tasks.

Responsibilities include:

1. Provide end-to-end operational support for smooth delivery of cash assistance, including but not limited to, planning and implementation of transition to cash, support to field offices in managing cash partners, knowledge-sharing with other teams, registration, and verification of cash beneficiaries.

2. Work to bring together data and implementation work, supporting the efforts of the data team (in-kind, field offices, CBT and digital) to prepare clean beneficiary lists, while adopting a coordination role to enable timely operational implementation of cash assistance.

3. Assist in creating SOPs for cash processes.

4. Regularly monitor and follows up the implementation of cash processes.

5. Assist in the preparation of materials and delivery of training on cash transfers.

6. Provide training and coaching to WFP focal points and partners.

7. Given the fluid context, support with all other needs as required.

Skills and Competencies:

  • Good writing, presentation, and coordination skills.
  • Good interpersonal skills to work effectively with different teams and maintain positive working relations.
  • Excel skills and/or similar data analytical tools.
  • Problem-solving skills. Thrive under pressure and competing deadlines.
  • Motivation to work in humanitarian assistance and ability to work in multicultural environment.

Minimum Academic Qualifications:

  • Education: Completion of secondary school education. A post-secondary certificate in Economics, Finance, Management, Data Analysis, or another related functional area.
  • Experience:  Minimum five (5) years of progressively responsible relevant work experience in the sphere of Economics, Finance, Management, Data Analysis, or another related field.

Post-secondary education can compensate for some years of experience. For example, you will be considered as eligible if you have:

Two (2) years of relevant work experience in combination with a Master’s Degree;

Three (3) years of relevant work experience in combination with a Bachelor’s Degree.

• Experience in coordination and working with different teams.

• Field experience in the humanitarian sector.

• Experience working with data.

• Experience working in a diverse team, multi-cultural settings a plus.

  • Language: Fluency in both oral and written communication in English and Ukrainian languages.
