Communications Consultаnts - Mentors for Community Action for HIV Control project at Pact, Inc.

Community Action for HIV Control (CAHC) project is seeking for 2 (two) communications consultants to implement a mentoring program for regional organizations. The mentors will support regional NGO specialists in implementing regional campaigns and activities to increase demand for community-based HIV services.

Deliverables:

• Held regular meetings with NGO communication specialists (online) and, if necessary, visits to regional NGOs (offline).
• Support NGOs in planning or pivoting communication activities.
• Provide assistance in implementation of communication plans, local communication campaigns, creating products, conducting activities.
• Provide guidance for improvements.
• Support NGO in monitoring and evaluation of communication activities,
• Support Project in organizing and conducting training activities in the areas of marketing communications, coaching in the development of relevant competencies.
• Provide a monthly report.

Period of service provision: October 2024 – September 2025 (12 months).

Professional Requirements: 

• Professional experience in communications.
• Proven experience in mentoring or conducting trainings or facilitation sessions – at least 2 years.
• Experience with non-governmental/HIV service organizations – at least 1 year.
• Master’s degree in communications, marketing, public relations and/or humanities or social sciences.
• Good writing and speaking skills in Ukrainian.

Total days LOE for each consultant is 120 days (10 days per month).

The applications will be evaluated based on the following criteria: 

1. Proven relevant experience – 25 points
2. Skills and expertise – 25%
3. Supervisory experience – 25%
4. Cost of service – 25%

Proposals (digital submissions only) must include, at a minimum, the following information:
1. CV with linked examples of quality of work (relevant past projects and materials pertinent to providing the services).
2. Proposed Fees/Expenses. Proposals shall clearly state all fees and expenses to be charged in the performance of all Services: If based on an hourly rate, provide the hourly rates to be charged for the Contractor. Provide an explanation if fees will be calculated on any other basis.
3. Reference List – A list of at least three (3) contacts for references, including client name, organization, email and telephone contact information for similar work performed by the applicant.
