Habitat for Humanity International (HFHI) is currently seeking an experienced Program Manager to support Habitat for Humanity’s programs in Ukraine. The Program Manager will be responsible for the development, implementation, and monitoring of Habitat for Humanity’s sustainable housing and shelter programs in Ukraine. This role requires strong expertise in sustainable housing solutions, energy-efficient construction, and an understanding of the commercial construction sector. The Program Manager will ensure that the projects address the urgent housing needs of displaced populations and war-affected communities while adhering to the highest standards of sustainability and resilience.

This position is based in Kyiv, Ukraine and the starting salary is 113 000 UAH / month (based on previous experience + benefits).

Main Duties and Responsibilities:

Program Implementation:
– Lead the development and implementation of housing programs focused on sustainable and resilient shelter solutions in Ukraine, ensuring alignment with local needs and international best practices.
– Oversee the integration of energy-efficient technologies and sustainable building materials into shelter programs.
– Coordinate with commercial construction firms and local contractors to ensure quality and timely delivery of housing projects.
– Ensure that housing solutions are scalable and adaptable to the evolving needs of displaced populations and returnees by performing regular field visits to project locations.
– Prepare regular updates of program activities work-plan and related financial plan, ensuring timely and quality implementation in compliance with HFHI and donor guidelines and in line with the projects and sector-specific strategies
– In collaboration with the Monitoring Evaluation, Accountability and Learning (MEAL) team, develop tools to assess, analyze and evaluate the project’s impact.
– Coordinate with the program team to develop new intervention ideas to scale up the current response supporting displaced population and returnees in Ukraine.

Partnerships and Representation:
– Build and maintain strong relationships with stakeholders in the commercial and public construction sector to enhance project implementation.
– Engage with local authorities, commercial developers, and private sector partners to explore innovative construction solutions that can be applied to the housing projects in Ukraine.
– Represent HFHI Ukraine in forums and working groups focused on sustainable housing, energy efficiency, and shelter needs in post-conflict settings.
– Maintain existing networks and develop new relationships with key stakeholders, including local authorities, partners and institutional, public and private donors.

Monitoring, Evaluation, and Reporting:
– Develop tools and processes for monitoring the sustainability and impact of housing projects, including environmental assessments and energy performance evaluations.
– Ensure regular internal reporting and program quality standards are met across the portfolio
– Collaborate with the MEAL team to incorporate sustainability metrics and ensure continuous improvement in housing solutions.
– Set up processes to effectively manage multiple grants and identify potential partners for local expansion

People Management:
– Lead a multidisciplinary team including housing, energy, and construction experts to deliver sustainable and resilient shelter solutions.
– Provide technical guidance and capacity building on sustainable construction practices to the program team.
– Recruit, hire, and oversee induction, orientation and capacity building of all program team members.
– In coordination with HR and relevant managers, plan and organize workload among the teams, performance management and monitoring.

Requirements:

Minimum Requirements:
– Education: Degree in Civil Engineering, Architecture, Sustainable Development, or a related field with a focus on sustainable construction practices.
– Qualification: Certification in project management (e.g. PMP, PRINCE2, or similar) is highly desirable, demonstrating advance knowledge and application of project management principles and methodologies
– Experience: 5+ years of experience in program/project management, with at least 3 years in the housing and/or construction sector, preferably in complex or fragile environments.
– Expertise: Strong knowledge of sustainable housing solutions, energy-efficient building practices, and resilient shelter design in post-conflict or disaster-affected areas.
– Technical Skills: Proficiency in project management software and tools, and experience with green building certifications or standards (e.g., LEED, BREEAM).
– Risk Management Experience: Demonstrated experience in identifying and managing risks in construction or housing projects.
– Monitoring and Evaluation (M&E) Skills: Experience in developing and implementing M&E frameworks.
– Regulatory Knowledge: Familiarity with local building codes, land use regulations, and environmental standards in Ukraine.
– Health and Safety Expertise: Knowledge of health and safety standards in construction.
– Financial Management Skills: Proven ability to manage project budgets.
– Interpersonal skills and Cultural Sensitivity: Proven ability to work collaboratively in a multicultural environment and with diverse stakeholders, including government officials, NGOs, and local communities.
– Language: Fluency in English and Ukrainian is required.
– Ability to lead a team
– Strong analytical skills and capacity to translate analysis into action

Preferred Experience :
– Experience in large-scale sustainable housing or commercial construction projects, particularly those involving public-private partnerships.
– Proven track record in managing projects that integrate sustainability and resilience into housing and infrastructure development, or experience in architectural design software
