Position Purpose

USAID Public Health System Recovery and Resilience (PHS R&R) Activity’s goal is to strengthen public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance. The Workforce Development Specialist will support project activities aimed at enhancing under- and postgraduate training programs in public health and other related project activities. This is a five-years activity started in May 2022.

The Workforce Development Specialist will work under the supervision and technical oversight of the Workforce Development Lead and will support US-Ukraine University Partnership program. The University Partnership program envisions the review and updates of the existing and development of the new training programs in public health, professional development opportunities for the University faculty, global classroom for students and more.

Key Responsibilities

  • Support the implementation of the project’s comprehensive workforce development strategy to strengthen training programs for public health professionals.
  • Contribute to periodic review/mapping and maintain up-to-date information on institutions providing trainings for public health professionals, maintain working relationships with educational institutions of all levels in Ukraine.
  • Support ongoing exchange to review and update curricula and student opportunities (e.g., global classroom) for identified Ukrainian University partners with PHS R&R Consortium Partners Temple and Drexel Universities.
  • Support the development of materials and processes for specific areas/topics identified as needed, including trainings, mentoring, and coaching, partners peer learning and other methodologies.
  • Work closely with other project’s teams including Public Health team, Mental Health team  and Knowledge Management Officer to support linkages and exchange of learnings and best practices across program activities and project teams.
  • Contribute to the development of annual workplans, performance monitoring and program reporting.
  • Other duties as assigned by the supervisor.

Basic Requirements

  • Master’s degree or higher from an accredited university in human resources, human resource management, business administration, healthcare, public health, social work, public policy, health and human services, or a related field is required.
  • Understanding of curriculum development and accreditation process and familiarity with public health curricula and competencies.
  • Ability to manage a complex workload and deadlines.
  • Proactive, fast-thinker, and able to work with minimal supervision.
  • Ability to organize routine data and maintain the established procedures.
  • Excellent communication skills.
  • Advanced level keyboard skills and computer literacy on a variety of software applications (MS Word, Excel, Power Point, etc.).
  • Strong critical thinking and attentiveness to details.
  • Excellent teamwork skills.
  • Ability to travel within Ukraine, when health and safety situation allows.
  • Excellent communication skills (both written and oral) in Ukrainian and English.

Preferred qualifications

  • Experience with international donor-funded programs (USAID-funded programs would be an advantage).
  • Self-motivated and highly committed.
