Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking a qualified professional for the project “EU4Resilient Regions – Special Assistance Programme for Ukraine“ to fill the position:

Technical Construction Advisor (full-time, Kyiv)

(internal SAP code: Construction Advisor)

The project is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), co-funded by the European Union and implemented by GIZ. It supports communities in Ukraine, including Donetsk and Luhansk (GCA) in improving the quality and the access to social, medical and administrative services on a local level, in particular with respect to vulnerable population groups.

For that purpose, the project will coordinate and cooperate with a broad range of local/national and international partners and stakeholders. 

Responsibilities:

The technical construction advisor is responsible for:

  • managing an area of responsibility that forms part of the programme objectives with main focus on construction works, team agreements and/or agreements with the superior;
  • assisting project initiatives to provide professional advisory services to and cooperate with a broad range of target groups;
  • innovation and knowledge management.

Tasks:

  1. Advising the partner institution(s)

The advisor:

  • assists and monitors the development and implementation of project plans and activities in close consultation with counterparts;
  • contributes to preparing and implementing the coordination process of construction projects, joint project activities and work at the regional level as well as in the partner municipalities;
  • deals with the technical design, preparation and implementation of workshops, seminars and other events on issues connected with the project area of activity;
  • develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives;
  • assists the project with all organizational and management issues;
  • helps identify the needs of partner institutions and NGOs;
  • participates in the formulation of project action plans and helps to synchronize the system planning and budget preparation with partner activities;
  • is jointly responsible with the partner institution for preparing, implementing and documenting training events, workshops, forums, team meetings and other project activities;
  • is responsible for controlling expenses for project activities in accordance with the prevailing provisions.
  1. Networking and cooperation

The Advisor:

  • supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organizations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships;
  • communicates local interests and efforts, forwards these and encourages/supports sharing ideas and information for the benefit of the project/programme;
  • cooperates with national and international experts;
  • ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc.
  1. Knowledge management

The advisor:

  • ensures knowledge transfer of project/programme information to the knowledge management system;
  • develops ready-to-use strategies and technical;
  • concepts, including guidelines, manuals and procedures;
  • draws up reports and presentation documents;
  • prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the project director and GIZ Head Office;
  • prepares and evaluates tender documentation in construction area as well as other relevant documentation according to internal regulation;
  • assists with research activities and studies on political issues which benefit joint programmes;
  • assist with collection and evaluation information on local markets, local legislation base, local construction norms and rules according to Project’s tasks;
  1. Coordination tasks

The Advisor

  • assists with general project planning of construction works including preparation, organization and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation;
  • level in consultation with the head of construction component and in cooperation with the partners, both as regards implementation and preparing organizational aspects;
  • coordinates implementation of construction activities in close cooperation with technical consulters in consultation with the head of construction component;
  • compiles the relevant information for joint activities and assignments;
  • handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting).
  1. Other tasks
  • Performs other tasks and duties at the request of the management.

Required qualifications, competences and experience

Qualifications

  • masters/MSc engineer or architecture;
  • skills in process and project management.

Professional experience

  • at least 3 years’ professional experience in a comparable position.

Other knowledge, additional competences

  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Outlook, MS Office, tools for online collaboration (such as MS Teams/Zoom), and cloud-based information and document management);
  • fluent written and oral knowledge of English and Ukraine language;
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Employment conditions
