DAI is seeking highly qualified candidates to occupy full-time Advisor on Stakeholder Engagement and Regional Development position in Kyiv HOVERLA project office in Ukraine to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:
Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective.
Objective 2: More self-reliant subnational governance.
Objective 3: Citizens play an increasingly influential role in local governance processes.
Position Overview
The Advisor on Stakeholder Engagement and Regional Development is a member of the Strategic Oversight Unit (SOU) of HOVERLA and works closely with HOVERLA senior management, other members of the SOU, and HOVERLA teams on assisting with the implementation of the Activity. The Advisor on Stakeholder Engagement and Regional Development focuses on efficient coordination with broader groups of stakeholders at the central and regional level, as well as the promotion of effective regional development practices. In close coordination with HOVERLA teams, he/she will establish and implement best models for stakeholder engagement and regional development.
Objectives and Duties:
OBJECTIVES
Contribute to the SOU by providing advice on efficient delivery;
Establish and implement efficient cooperation and partnership practices with broad groups of HOVERLA stakeholders at the central, regional, and local level (including government institutions, CSOs, businesses, youth and women groups, and communities);
Advise on best regional development practices by analyzing and incorporating relevant international models;
Coordinate partnerships with other donor programs in the implementation of activities to improve central/regional and local governance.
DUTIES
Work with the SOU on discussing, analyzing, and developing recommendations for HOVERLA senior management;
Analyze and map HOVERLA’s broader groups of stakeholders at the central and regional levels. Establish and implement relevant cooperation and partnership practices;
Analyze and map HOVERLA regional development and geographic operation in close coordination with the HOVERLA Senior Regional Director and regional teams. Advise on efficient regional development strategies;
Organize and facilitate high level stakeholder discussions, workshops to promote joint decision making, and ownership transferring practices;
Prepare and conduct needs-based sessions for regional team members in close coordination with the Senior Regional Director and regional teams;
Work closely with the DCOP and technical teams on issues related to stakeholder engagement, regional development, and implementation of decentralization policies at the local level;
Work closely with the DCOP and technical teams on analyzing and disseminating stakeholder recommendations and on conducting joint planning to reflect on activity delivery;
Conduct regular meetings with other donor programs to plan activity-level coordination and partnership.
Qualifications:
Education: Public Administration, Communications, Organizational Development – or related fields.
Experience:
At least 8-10 years of experience in development projects at a senior level,
Experience in stakeholder engagement practices; including central, local, regional government institutions; business; CSOs; youth and women groups; community groups etc.
Experience in regional and community development practices.
Experience in CSO and media engagement in community development,
Experience in training on regional development (inducing decentralization is asset),
Experience in facilitating /organizing high level workshops and conferences,
Experience in public and local service delivery practices and in digitalizing /optimizing organizational operations.
Other Qualifications:
Strong communication and negotiation skills.
Full command of Word, Excel, and SharePoint (other technical skills are an asset).
Proficiency in Ukrainian and excellent working knowledge of English are required.
