The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has some 18,000 staff worldwide. About the job
The ICRC People and Culture (PAC) team is seeking a highly capable Recruiter to join our team in Kyiv office. In close cooperation with the team members and line managers, the Recruiter will mainly be responsible for attracting and recruiting all staff categories, as well as for managing and monitoring all the administrative aspects of the entire talent attraction and talent acquisition process.

Your Tasks and Responsibilities
Under the direct supervision of the Talent Attraction and Talent Acquisition Officer and overall guidance of the Country HR Manager, the Recruiter is responsible for:
Providing overall support throughout the full life-cycle recruitment process;
Working in collaboration with various units, teams or departments to identify and analyze recruitment needs, challenges, methods and processes;
Being a key contact for relevant and main stakeholders during the recruitment process and ensuring that they are informed and aware about recruitment policies and procedures including best practices (diversity & inclusion, fairness, confidentiality) and reporting any breach;
Ensuring optimization and improvement of the efficiency and effectiveness of recruitment and selection approach, processes, and tools;
Supporting Talent Attraction and Talent Acquisition Officer with talent attraction;
Promoting the ICRC as an employer of choice; representing the ICRC in external promotional activities related to recruitment forums, job fairs;
Supporting HR Officers in sub delegations with recruitment and selection processes in their sub sites;
Drafting, reviewing and publishing vacancy announcements;
Screening applications for long lists, submitting long lists and related documents to hiring managers for short listing;
Serving as the primary point of contact for both candidates and hiring managers throughout the recruitment and selection process;
Coordinating and administering technical tests and interviews, facilitating interview panels;
Conducting reference and medical check for selected candidates;
Preparing employment offers, calculating salaries for new hires and seeking management validation

About you
To be successful as Recruiter in the ICRC PAC team, you should possess the following qualifications and experiences and have the following characteristics:
Ukrainian citizenship or permanent residence permit in Ukraine
University degree or equivalent experience; specialized degree in HR an asset
Three to five years of overall professional experience
Two to four years of experience in recruitment
Professional fluency in English, and Ukrainian
Computer literate with practical experience in Microsoft Office applications
Self-motivated with a strong commitment to teamwork and humanitarian principles
Flexible, enthusiastic, and willing to learn
Ability to work independently, as well as effectively under supervision
Confidence in managing projects and staff
Ability to organize and prioritize multiple tasks
Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
