About the job 

The ICRC Analysis and Evidence (A&E) Unit is seeking a highly capable Geographic Information Systems (GIS) Specialist to join our team in Kyiv. The Geographic Information Systems (GIS) Specialist will collaborate with peers to ensure a rigorous methodological approach to geographic data collection, management, analysis, and visualization to inform decision-making. The Geographic Information Systems (GIS) Specialist is expected to identify opportunities to leverage geospatial analyses and the range of GIS solutions to assess humanitarian needs and demonstrate the impact of ICRC programs. They also support the maintenance of georeferential data and systems.

Your Tasks and Responsibilities

  • Ensure the rigorous collection, management, analysis, and visualization of geographic data to support informed decision-making processes within the ICRC’s operations
  • Maintain georeferential data and systems, ensuring the accuracy and reliability of the information for use across various programs and teams
  • Advise A&E teams and delegation management on defining and implementing thematic strategies, needs assessments, GIS solutions, situation and problem analysis, and monitoring frameworks, ensuring alignment with ICRC A&E standards
  • Provide technical guidance on applying GIS methodologies to assess humanitarian needs and measure the impact of ICRC programs
  • Develop workshops, training, and capacity-building sessions for internal teams and external partners to enhance understanding and use of GIS tools and methodologies in humanitarian contexts
  • Provide technical support and guidance to strengthen their GIS capabilities and overall institutional capacity
  • Functionally manage A&E staff involved in GIS and data analysis activities
  • Support the implementation of A&E strategies and priorities at the delegation level, ensuring a cohesive approach across teams and departments
  • Represent the ICRC in external fora, meetings, and workshops
  • Prepare reports, develop training materials, and contribute to strategic documentation
  • Contribute to the visibility of ICRC’s A&E work by participating in external events and preparing evidence-based reports and presentations

About you

To be successful as a Geographic Information Systems (GIS) Specialist in the Analysis and Evidence Unit, you should possess the following qualifications and experiences and have the following characteristics:

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • University degree in Economics, Statistics, Social Sciences, GIS, Political Science, or similar field
  • Typically, 3-9 years of professional experience in needs assessments, monitoring & evaluation, operational information management, or a closely related area
  • Proven experience in supporting surveys and multiple assessments, including the design, data collection, and analysis of desired
  • Relevant experience in a humanitarian organization is an asset
  • Proven knowledge of ArcGIS essential
  • Understanding of coding languages an advantage
  • Experience in analyzing, interpreting, and presenting geospatial information for decision making
  • Good command (written and spoken) of English, Ukrainian
  • Good command of Russian desired
  • Computer literate, including sound knowledge of Microsoft Office
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
