The Program Summary
Mercy Corps’ Ukraine response meets the humanitarian needs of people affected by the war in Ukraine. Since the escalation of the war in 2022, Mercy Corps has supported more than 750,000 conflict-affected people in Ukraine and neighboring countries. We have provided cash assistance, food and hygiene kits,
and psychosocial support for people in emergency situations; grants for micro, small and medium businesses, as well as small to medium farming enterprises; and conducted large-scale information campaigns. With continued attacks on critical infrastructure and regular power disruptions, localized solutions to ensure sustainable, reliable and affordable access to energy are increasingly important, both to meet humanitarian needs, as well as to support the recovery of Ukraine. Notably, nearly all our programming is delivered in partnership with civil society organizations matching humanitarian action with capacity strengthening and a real commitment to localization. The Grants Coordinator will be a critical member of the Program Development and Grants Management team which is responsible for all donor reporting, proposal development, compliance management, and other tasks.

The Position
Under the direction of the Program Development and Grants Manager, the Grants Coordinator will serve as a key liaison with local partners, program team members, MEL, finance, and other relevant departments to support the development and consolidation of clear and concise donor narrative reporting and proposals. The Grants Coordinator will work closely with the Program Development and Grants Manager to ensure adherence to donor rules and regulations, PM&MC requirements, and alignment with Mercy Corps Global and Mercy Corps Ukraine strategies and priorities

Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Main Responsibilities

Grants Management and Reporting:

  • Develop a thorough understanding of relevant Mercy Corps internal and donor policies, regulations, and procedures.
  • Coordinate with local partners and Mercy Corps staff to support the development and consolidation of clear and concise donor narrative reporting.
  • Support the development of case studies and success stories using materials shared by local partners and program teams and content collected during field visits.
  • Support tracking of Mercy Corps Ukraine pipeline, current, and closed awards, as well as donor engagement and priorities.
  • Support review of donor agreements, ensuring that relevant trackers are updated in line with new agreements and modifications.
  • Attend program kick off, coordination, review and close-out meetings.
  • Provide capacity strengthening support to Mercy Corps staff and local partners in grants management and reporting.
  • Conduct regular visits to project locations and collect content from partners and program staff about projects to be shared with donors

Business Development:

The Grant Coordinator will support the development of concept notes and proposals, including by:

  • Working closely with local partners to provide key information about proposals (templates, timelines, proposal budget, donor requirements, etc.).
    Providing support during the design of proposals, liaising between Mercy Corps and partner focal points to ensure contextually relevant and locally driven project design.
  • Coordinating with local partners to ensure appropriate narrative and budget inputs are received and integrated into concept note/proposal package.
  • Support ongoing communications between Mercy Corps and partner focal points throughout the development of concept notes and proposals.
  • Support donor and partner mapping and other prepositioning activities, including the development of factsheets, program overviews and other materials for external stakeholders.

Supervisory Responsibility None
Accountability
Reports Directly To: Program Development and Grants Manager
Works Directly With: Program Development and Grants Management team, Program teams, Partnership team, Monitoring, Evaluation and Learning teams, CARM team, Finance, Regional Program Team and local partners.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal
partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • BA/S or equivalent experience in related field.
  • Two to three years of progressive business development and/or grant management experience in a medium to large international organization, including coordinating within and between organizations.
  • Experience working with a range of institutional donors, such as USAID, ECHO, FCDO, SDC, and SIDA, is required.
  • Effective verbal and written communication (in both English and Ukrainian), analytical, organizational and prioritization skills as well as presentation skills are required.
  • Employment and experience working for an NGO with high levels of institutional and/or private donor funding is preferred.
  • Willingness to continually engage in professional development activities to ensure updated understanding of internal and donor rules and regulations as well as best practices around business development, grants management, and reporting is required.
  • Willingness and ability to travel throughout Ukraine is required.
  • Strong fluency in both English (especially written) and Ukrainian is required.

Success Factors
The Grants Coordinator will demonstrate a proven ability to successfully communicate in both English and Ukrainian with Mercy Corps and partner focal points—for this role English language writing skills are particularly important. Through experience working with key institutional and private donors, the Grants
Coordinator will support Mercy Corps and its partners to preposition, design, and develop high-quality concept notes and proposals, as well as consolidate clear and concise narrative reporting and support other key grants management functions. The Grants Coordinator must conduct themselves with a high degree of integrity and objectivity while working towards the overall objective of positively positioning Mercy Corps with current and future donors and partners. A high level of attention to detail in all aspects of their work is essential. The Grants Coordinator must also demonstrate the drive and initiative to
contribute to internal team efforts.

During the field trips living conditions will be adjusted to the field conditions.
