Position Purpose

Reporting to Operations Director, the Senior HR Officer provides HR support to the project team according to Ukrainian Labor Code, Pact’s policies and procedures and donor requirements, including preparation of employment documents, recruitment process, administration of leaves, benefits management, cooperation with GDIP, communication with staff and psychological service provider supporting healthy working environment.

Specific Duties and Responsibilities:

    • Provide support to the project team in preparation of Job Descriptions ensuring they are accurate, up-to-date, and aligned with project and organizational needs
    • Manage the process of posting job advertisements across appropriate platforms, ensuring wide visibility and compliance with Pact policies
    • Support hiring and recruitment processes, ensuring compliance with Pact policies and local labor laws. Conduct initial screenings, shortlist candidates, and organize interview schedules efficiently
    • Communicate professionally with candidates throughout the hiring process, ensuring transparency and timely feedback
    • Check professional references and verify Biographical Datasheets for all shortlisted candidates
    • Draft job offers, ensuring they align with organizational policies and candidate expectations
    • Oversee the timely submission of all required documentation to the relevant authorities (including GDIP and military institutions), ensuring accuracy and completeness
    • Prepare necessary orders and other required documents
    • Provide a comprehensive and smooth onboarding process, introducing employees to project systems, policies, and organizational culture
    • Act as a point of contact for new and current staff, ensuring they understand and adhere to relevant systems and policies
    • Maintain personnel files, including timesheets, leave, agreements and performance management tracker, ensuring they are well-organized, secure, and up-to-date
    • Oversee the process of submitting staff reservation documents, ensuring timely and accurate reporting to relevant authorities
    • Maintain strict confidentiality in handling all personnel data and sensitive information
    • Support staff in accessing and benefiting from learning and professional development resources
    • Oversee exit procedures, including exit interviews, collection of project property, and preparation of termination documents
    • Provide HR support in the recruitment and onboarding of consultants, ensuring smooth procedures, and process consultants’ civil agreements
    • Collaborate with technical and finance teams to ensure that consultant documentation is complete and compliant
    • Take on additional HR responsibilities to support the project as needed

Basic Requirements:

  • Bachelor’s degree and 5+ years relevant experience or equivalent combination of education and experience;
  • 2+ years’ progressive work experience in recruitment and human resources management
  • Previous experience preparing and negotiating employee and consultant contracts
  • Ability to respond effectively to time sensitive demands & inquiries
  • Proficiency using Microsoft office suite, and other relevant software;
  • Working proficiency in English is required, Ukrainian written and oral.

Preferred Qualifications:

  • Direct and recent experience with USAID regulations and procedures highly preferred;
  • Must be familiar with local labor laws;
  • Demonstrated ability to think strategically, manage workload and meet deadlines;
