About the job
The ICRC Armed Forces & Security (FAS) Unit is seeking a highly capable FAS Programme Adviser to join our team in Odesa. In close cooperation with the team members and line managers, the FAS Programme Adviser will have the function of advisory role on relations with arms carriers. S/he advises the Sub-Delegation (SD) management on military developments and conflict dynamics in the area of responsibility as well as networking with and mapping of key armed forces interlocutors.

Your Tasks and Responsibilities
- Advise and support management on political, military, security, social, and cultural context
- Analyze and report on events and regional developments of politico-military significance that could have an impact on the Sub-Delegation’s operations within its area of responsibility
- Afford regular updates on the current development and changes to the conflict dynamics to FAS Coordination and the ICRC Delegation/Sub-structures in Ukraine
- Translate and/or interpret from Ukrainian into English and vice versa when necessary and as required
- Draft and contribute to periodic reporting, including the FAS quarterly report.
- Develop, maintain, and strengthen relevant network of military authorities, security forces, civil society, other humanitarian actors
- Support FAS Coordination in the review of FAS department strategy and integrating it in the annual planning exercise (Planning for Results), in compliance with the delegation’s main operational priorities
- Prepare, conduct, assess, and follow up dissemination activities with the military or police forces on international humanitarian law or international human rights law and ICRC mandate and activities; this includes organizing and preparing dissemination materials and post-event reporting
- Contribute to providing FAS-related advice to the delegation on security matters, including ongoing military operations
- Organize training and conduct dissemination sessions on the applicable laws to relevant members of the Ukrainian Armed Forces, including Territorial Defense
- Present the ICRC principles, mandate, and activities to interlocutors and beneficiaries, appropriately represent the ICRC during activities, in meetings and in the field

About you
To be successful as FAS Programme Adviser in the Armed Forces & Security (FAS) Unit, you should possess the following qualifications and experiences and have the following characteristics:
- Ukrainian citizenship or permanent residence permit in Ukraine
- Military/police background
- University degree or professional diploma
- 3 to 5 years of experience in planning military or police operations or legal or multinational operations or civil-military cooperation
- Professional fluency in English, Ukrainian, and Russian
- Computer literate
- Good knowledge of geographically assigned environment a must
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to work independently, as well as effectively under supervision
- Confidence in managing projects and staff
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
