ORGANIZATIONAL OVERVIEW
FHI 360 is a US-based NGO dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. FHI 360’s Crisis Response team is responding to the humanitarian emergency with the 12-month Ukraine Humanitarian Assistance Response Program (UHARP), providing integrated health, mental health, protection programming focused on decreasing morbidity and mortality of conflict-affected populations. A key part of the health programming is improving water, sanitation, and hygiene (WASH) infrastructure and practices in health facilities.
POSITION OVERVIEW
Under supervision of the Health Program Manager, the Senior WASH Officer is responsible for leading technical programming of WASH activities in all of FHI 360’s operational regions, including implementation of the WASH FIT (Facility Improvement Tool) program, rehabilitations of infrastructure and water/sanitation systems in health facilities, support for power infrastructure in health facilities, and provision of non-food items (NFIs) to communities through vouchers or direct in-kind distributions (diapers, hygiene items, aquatabs). The Senior WASH Officer will conduct all project management functions, while ensuring that WASH activities in health facilities adhere to appropriate international standards and national guidelines. S/he is responsible for supervising WASH technical staff in the department.
The position is based in Dnipro with regular travel to field sites. The Senior WASH Officer works closely with the Senior Health Officers, IPC Trainer, Procurement Manager, Logistics Officers, and MEAL Officers.
KEY RESPONSIBILITIES AND DELIVERABLES
- Line manage staff working on WASH-related programming, and support their day-to-day activities.
- Review and regularly update FHI 360’s “WASH in Health Facilities” workplan. Ensure that planned activities are implemented in a timely manner as detailed in the approved workplan, and that all activities adhere to donor requirements.
- Contribute to the development of the logical framework, indicators, and data collection systems for “WASH in Health Facilities” programming and support implementation of monitoring and evaluation activities, working closely with FHI 360’s MEAL department.
- Organize and conduct assessments of needs at health facilities related to WASH infrastructure, general infrastructure, and power supply needs in each region of implementation. Ensure that assessment reports are properly completed.
- Identify priority WASH interventions in health facilities for FHI 360 to undertake based on assessments and coordinate the preparatory steps for implementation (e.g. development of Bills of Quantity, procurement of supplies and equipment, liaising with local authorities).
- Supervise and produce progress reports on implementation of planned rehabilitations and infrastructural improvements inside health facilities.
- Track financial expenditure for all WASH activities (including WASH FIT, non-WASH minor repairs to facilities, and power supply), comparing planned against actual expenditure, and updating program plans accordingly.
- Support implementation of the WASH FIT program at health facilities, including identification and selection of facilities and WASH FIT facility teams, workshop training of health facility staff, on-site quarterly mentorship, development of facility-specific action plans to address WASH and IPC gaps, and conducting baseline, midline and endline facility WASH FIT assessments.
- Support the provision and installation of back-up power and heating sources at health facilities (generators, power stations, water boilers, heaters).
- Support distribution of hygiene items, aquatabs, and other WASH NFIs to communities through direct in-kind distribution and commodity vouchers. Contribute to the design of an FHI 360 voucher program.
- Coordinate the design, ordering, selection, and distribution of modular institutional hygiene kits for health facilities.
- Support hygiene promotion and behavior change communication (BCC) activities in villages served by FHI 360’s mobile medical teams, working closely with the FHI 360 health promotion officers and community health promotion volunteers.
- Coordinate closely with FHI 360’s procurement department at every step of the rehabilitation process, including organizing a kickoff meeting at the beginning of every rehabilitation procurement. Follow up regularly with procurement to ensure that rehabilitation works are proceeding as per agreed upon timelines.
- Supervise and produce progress reports on implementation of planned rehabilitations and infrastructural improvements inside health facilities.
- Track financial expenditure for all WASH activities (including WASH FIT, non-WASH minor repairs to facilities, and power supply), comparing planned against actual expenditure, and updating program plans accordingly.
- Ensure close integration of health, WASH and MHPSS activities at project sites.
- Represent FHI 360 externally in the WASH cluster (national cluster and regional sub-clusters), as well as relevant technical working groups (TWGs) including the ‘WASH in Health Facilities’ TWG, Water Quality TWG, and WASH Cash and Vouchers TWG.
- Coordinate regularly with other WASH/health actors operating in the same regions to ensure complementarity of humanitarian support and avoid duplication.
- Establish and maintain strong relationships with health facility management, local Hromada and village leadership, city health department, oblast health department and other government partners.
- Stay abreast of any changes to national guidelines on rehabilitation, IPC, and WASH in health facilities. Ensure that planned interventions adhere to national and international standards.
- Any other duties assigned by the supervisor.
DESIRED QUALIFICATIONS
- At least 4 years of relevant professional experience. This should include hands-on experience designing, implementing, or managing public health/WASH programs (preferably with focus on public health engineering)
- Bachelors or Masters degree in Public Health, Civil Engineering, Hydraulic Engineering, Water and Sanitation, Environmental Health, or related field.
- Fluent in Ukrainian. Excellent in written and spoken English.
- Prior experience working with international humanitarian non-governmental organizations or UN agencies is advantageous.
- Highly motivated and able to drive forward workstreams independently.
- Experience conducting rapid needs assessments or baseline assessments is advantageous.
- Willing to travel frequently to FHI 360 operational locations to support start-up and supervision of activities.
- Good understanding of the UN Cluster System, international standards (such as SPHERE standards), and national guidelines
