Basel Institute on Governance
The Basel Institute on Governance is an independent non-profit organisation working across sectors to counter corruption and related financial crimes and to improve the quality of governance. Registered as a Swiss foundation with headquarters in Basel, the Institute works globally to advance knowledge, practice and policy on anti-corruption, asset recovery and business integrity. With field operations around the world, it has some 130 staff from 28 nationalities. The Basel Institute is an Associated Institute of the University of Basel.
Job description
The Basel Institute implements a number of programmes in Ukraine. The key objective is to support Ukrainian partners in maintaining and strengthening anti-corruption measures while Ukraine wards off the war of aggression and prepares for EU membership. This includes, at its core, Ukraine’s Restoration ambitions. Restoration is understood broadly and goes beyond post-war reconstruction to include ongoing infrastructure but also other key reform efforts. To deliver these assignments, the Basel Institute is seeking the services of a highly motivated junior technical expert with basic knowledge of developing and implementing public and corporate anti-corruption policies and conducting corruption risks assessments and analytical
research. The candidate should have knowledge of Ukrainian government administration and legislation on corruption prevention as well as basic knowledge of international best practices on good governance, integrity and ethics.
Key responsibilities
Advisory work
• Conduct – in coordination with and under supervision of the Senior Specialist, Corruption Prevention – legal and compliance risk gap analyses, corruption risk assessments and other analytical work, in collaboration with stakeholders.
• Contribute to the development of new – and adjustment of existing – anti-corruption plans and policies.
• Contribute to the development of training and awareness-raising materials.
• Assist in research, information-gathering and analysis with a specific focus on anti corruption/integrity and related topics, infrastructure, recovery and reconstruction.
• Prepare brief overviews and updates on Ukrainian legislation and case law relevant to anti-corruption/integrity and related topics for the team.
• Monitor and prepare brief overviews and updates on the developments in international best practices on good governance, ethics and integrity.
• Monitor and collate, on a rolling basis, background information for the purpose of preparing regular reporting for government, civil society and donors.
Stakeholder engagement
• At the request of the Senior Specialist and/or the Senior Advisor for Central and Eastern Europe, participate in coordination meetings, brainstorming sessions and workshops.
• Due to the multi-sectoral nature of the engagement, the Associate, Corruption Prevention will engage with numerous stakeholders at the Basel Institute.
Qualifications and skills
• University degree or equivalent in law or public administration
• At least one year’s experience in the area of corruption prevention, risk management or compliance
• Relevant experience as anti-corruption compliance officer in a corporate/public entity or associate consulting on ethics and compliance in a top ranked Ukrainian legal firm is an advantage.
• Proficient in MS Office
• Languages: fluency in written and spoken Ukrainian, good knowledge of written and spoken English
• Strong analytical skills
• Strong coordination skills
