Duties:
The Strategic Public Engagement and Counter-Disinformation Analyst is the Mission’s strategic advisor for identifying and countering disinformation, encouraging information integrity, increasing media literacy, and promoting accurate and balanced Ukrainian press and media coverage of U.S. foreign policy and interests. The analyst in this role:
- Monitors, investigates, analyzes, and reports on trends, tactics, narratives, and purveyors of disinformation, propaganda, and foreign information manipulation and interference (FIMI) in traditional and digital media (including social media);
- Identifies, researches, develops, and crafts responses to key audiences to anticipate, head off, or counter disinformation and to drive online public engagement through the Mission’s digital properties (social media, website, etc.), traditional media, and on issues of importance to the United States.
- Advances the Mission’s ability to communicate with key audiences by analyzing metrics, language used, and investigating misinformation and disinformation trends.
- Uses open-source investigation techniques and disinformation monitoring tools, which leverage data analytics and/or Artificial Intelligence, to identify coordinated inauthentic behavior and disinformation campaigns, and investigate linkages between digital accounts, and meaningfully target audiences for counter-disinformation engagement.
- Identifies and develops relationships with online influencers who can inform and advance Mission objectives.
Requirements:
FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.
Option 1
Experience:
Four years of experience in a media outlet, international organization, government, or the private sector, with experience in communications, journalism, public relations, or public affairs is required.
Education:
A university degree in Journalism, Communications, International Relations, Political Science, Economics, or local equivalent is required.
Option 2
Experience:
Six years of experience in a media outlet, international organization, government, or the private sector, with experience in communications, journalism, public relations, or public affairs is required.
Education:
Two years of college/university studies is required.
Job Knowledge:
A comprehensive understanding of Ukrainian press and media institutions, professional investigative journalism standards and practices, and trends in audience preferences for information consumption (print, TV, radio, online) is required. Must have an understanding of communication trends in the region and internationally as they affect the Ukrainian information landscape and must be familiar with influence patterns in information flow. Must have knowledge of marketing techniques, market analysis, and audience analytics in Ukraine.
Skills and Abilities:
- Analytic Skills: Ability to identify, analyze, and assess the attitudes of press and media outlets and information consumers. Must perceive significant changes in the Ukrainian influence landscape and adjust press and media operations accordingly.
- Communication and Interpersonal Skills: Excellent customer relations, interpersonal, and cross-cultural communication skills. Must have excellent written and oral communication skills in English and Ukrainian, and be able to engage influential voices in traditional and digital information outlets.
- Management Skills: Strong event and management skills. Must be able to organize and run events such as press conferences, interviews, and workshops, often on short notice.
- Technical Skills: Good keyboarding and data entry skills. Familiarity with electronic discovery tools, the internet, and standard information retrieval practices. Proficiency in Microsoft Word, Excel, and databases. Ability to use digital platforms, social media, and mobile platforms.
