Assignment

Present in Ukraine since 2014, IMPACT is working across the country to provide humanitarian actors with rigorous data and in-depth analysis to ensure aid interventions are timely, appropriate, and relevant. The Humanitarian Needs Monitoring Unit (HMNU) gathers information on the severity and type of humanitarian needs across Ukraine to support ongoing humanitarian planning, and to enable effective prioritization of aid efforts. The Unit includes the Multi-sectoral Needs Assessment (MSNA), Humanitarian Situation Monitoring (HSM) and Joint Market Monitoring Initiative (JMMI). The Unit is currently comprised of 16 staff with expertise in Assessments, Data and GIS, and works closely with the large Field Team to collect and analyse country-wide data.

IMPACT is seeking a candidate who has previous experience in conducting primary data collection and/or producing analytical outputs, to support the MSNA Team in Ukraine. The MSNA is a high visibility and high impact assessment, which is coordinated with a range of stakeholders across the response to provide a rigorous evidence base for yearly humanitarian prioritisation. The Junior Assessment Officer will be a critical member of the team responsible for supporting data collection and output production. Under the supervision of the MSNA (S)AO, and as a member of the HNMU, the JAO will support output production for the 2024 MSNA and the roll out of the 2025 assessment, as well as the Calibration, the mid-term MSNA update, in 2024. The JAO will support the (S)AO to engage with key external actors, including stakeholders in the humanitarian coordination system, technical working groups and various NGO fora and information management groups, to ensure the data collected is relevant, fills identified information gaps and shared with the relevant audience. The JAO will also be responsible for training field staff, including team leads, field officers and enumerators, for the implementation of the 2025 MSNA.

The JAO will be expected to produce analytical outputs to inform the response and may also present findings and engage externally with staff from the UN, local NGOs, and/or INGOs to ensure findings are received and understood by key stakeholders. This position will have a particular focus on local Ukrainian stakeholders and will likely include presentations to authorities and local actors in Ukrainian.

The position will be based in Kyiv, and will likely include with travel across Ukraine, conducted in close coordination with the ACTED Country Security Manager and Ukraine Country Security Team.

FUNCTIONS

The Junior Assessment Officer will be responsible for the following tasks within the MSNA team of IMPACT Ukraine:

1.         Assessment preparation and planning

  • Conduct secondary data and literature review of English, Ukrainian and Russian language reports and media that will enrich the quality of analyses, triangulate findings and place outputs in a broader context.
  • Support in the design of research approaches, methodology and tools associated with the MSNA, according to IMPACT requirements and principles.
  • Support the (S)AO in developing and adjusting new data collection tools and data analysis plans in line with IMPACT / ACTED minimum standards.
  • Work to incorporate feedback to adjust research design and data collection tools based on inputs from senior management, HQ, ACTED and other humanitarian partners.
  • Collaborate with the field and data team to ensure instruments are field-tested ahead of data collection.
  • Prepare materials for enumerator and team leader training sessions, and conduct trainings on data collection methodologies and techniques.
  • Support the translation unit in making sure questionnaires are accurately translated to ensure data validity.

2.         Assessment implementation

  • Support the implementation of all stages of the MSNA, including (as relevant), trainings of data collection teams, data collection monitoring, data cleaning, and data analysis.
  • Contributing to discussions between assessment staff and the field team / data collection provider to discuss bottlenecks, solutions, and ensure steady progress towards completion. Providing regular updates on the status of the research cycle, ensuring any challenges are flagged in a timely manner to senior management.
  • Ensuring overall quality of data and adherence to standard IMPACT and ACTED processes.
  • In close liaison with field officer(s), ensure that data is revised and cleaned, and that all revisions are recorded.
  • In close liaison with data colleagues, contribute to data analysis on primary and/or secondary data as per ToRs, ensuring that meaningful techniques are used to analyze the data collected
  • Support with the design, implementation and analysis of the Calibration assessment as required.

3.         Output production

  • The JAO will support the drafting of timely and accurate outputs to present MSNA findings (factsheets, reports, briefs, presentations, etc), ensuring they comply with IMPACT’s guidelines and quality standards;
  • The JAO will support the Assessment Team formulating the analytical framework and disaggregation to be used in reporting, pro-actively thinking of ways to address research questions as formulated in the TORs of different Research Cycles.
  • Liaise with GIS colleagues to ensure effective spatial representation of research findings in maps
  • Support in the planning and conducting of presentations and dissemination events, online and in-person, which may require travel to other parts of Ukraine.
  • Ensuring tracking of all feedback provided on products. Maintaining a log of lessons learned and best practices.

4.         Data confidentiality and protection

  • The JAO will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.

Qualifications

Education

University level education in social sciences, political sciences, research or relevant field

Technical requirements: 

  • Prior working experience in research and/or drafting of analytical products
  • Excellent analytical skills
  • Prior experience working with local authorities and/or NGOs in a humanitarian/development context is strongly preferred
  • Experience using Adobe products (InDesign in particular) preferred
  • Software skills: Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint.
  • Understanding and familiarity with structures of datasets and frequency tables
  • Fluency in Ukrainian and Russian
  • Good command of English (at least Intermediate level B2)
  • Strong communication and drafting skills for effective reporting
