Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking a qualified professional for the project “Reforming the district heating sector of Ukraine (ReWarm)” to fill the position:
Project Manager (District Heating) (full-time, Kyiv)

The German-Ukrainian cooperation within the framework of the Reform of the Ukrainian District Heating Sector started in April 2023 between the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the Ukrainian Government, the main partner is the Ministry for Communities and Territories Development of Ukraine (Ministry).
The ReWarm Project aims to improve the Ukrainian legislative, regulatory, and financial framework conditions for sustainable district heating (DH) sector reform, economic consolidation of DH companies, and energy efficiency investments. The Project’s timeline is from 01.04.2023 to 31.03.2027, with funds for technical assistance only. The project will support at least 3 municipalities to improve their district heating system.
The Project Manager (District Heating) will support the Ministry and the State Agency for Energy Efficiency (SAEE) on joint project work to improve the regulations for the district heating sector. Furthermore, the Project Manager will also support the pilot municipalities in achieving a long-term decarbonization plan for the heating sector.
Responsibilities:
- Coordinating project activities related to planning and preparation of energy plans in municipalities, as well as any required changes in national regulations in the field of district heating.
- Monitoring assignments conducted by external consultants and ensuring deliverables are prepared timely and in a high quality.
- Drafting Terms of References and supervising accurate implementation of works.
- Participating in identifying needs for ReWarm and providing advice, working on policy recommendations and developing a strategic approach.
- Implementing project activities in line with the project’s operational plan and project indicators together with the project team and in consultation with the project`s counterparts.
- Designing, preparing and conducting workshops, seminars and other events.
- Speaking at those events, incl. events from other institutions.
- Interacting with all other GIZ-projects somehow connected to district heating.
- Preparing the procurement of consulting services and ensuring quality and compliance with GIZ rules of the services provided by external experts and service providers.
- Providing comprehensive assistance to the manager and the team.
- Guaranteeing his/her abidance to the rules and regulations of GIZ, PuR, GIZ Code of Conduct.
- Performing other responsibilities to accomplish the goals of the project.
Tasks:
- Main Responsibility
The Project Manager:
- Is responsible for preparing and conducting project activities and carries out other activities required for project implementation.
- Supports in drafting Terms of References and supervising accurate implementation.
- Plans and coordinates technical advisory services provided by the project.
- Assists national and international advisers in carrying out their work.
- Regularly consults with the GIZ project director and other project colleagues.
- Supports projects’ activities related to heat planning of municipal utility infrastructure, incl. district heating facilities.
- Prepares, runs, moderates and follows up on meetings with project partners (Ministry for Communities and Territories Development of Ukraine, SAEE, pilot cities).
- Initiates and follows-up on trainings, information events and workshops provided by the project.
- Ensures the compliance of all project partners and consultants with GIZ policies and with agreed tasks and contributions.
- Shares proactively all relevant developments and information with the responsible team members and partners.
- Ensures sufficient and timely support by the entire (also administrative) team making use of their respective responsibilities and expertise; providing team members with clear instructions.
- Technical Advisory to Project Partners
The Project Manager:
- Is responsible for implementing the support services to the Ministry for Communities and Territories Development of Ukraine and the State Agency for Energy Efficiency (SAEE), which have been agreed with the project team and partners.
- Knowledge Management
The Project Manager:
- Compiles information on the project and ensures knowledge transfer.
- Draws up reports and presentation documents.
- Formulates appropriate input for various project reports, including annual reports, and contributes to the other reports required by the Project Director and GIZ Head Office.
- Other Duties / Additional Tasks
The Project Manager:
- Performs other duties and tasks at the request of the Project Director.
Required qualifications, competences and experience:
- Masters/MSc or Doctorate in Energy, Engineering or a related field.
- High interest in energy transition and CO2-reduction.
- At least 3 years of professional experience in project management.
- Practical experience working with responsible national institutions (like MinInfra or SAEE).
- Experience working with international organizations in the field of energy.
- Excellent communication and coordination skills.
- Good knowledge of and existing network in the area of district heating.
Other knowledge, additional competences:
- High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent.
- Good working knowledge of ITC technologies (related software, email, Internet) and computer applications (e.g. MS Office).
- Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on district heating, as well as technical assistance specifics in a local context in Ukraine.
- Ability to self-responsibly organize and implement assigned work and responsibilities.
- Ability to prioritize tasks independently with possible time constraints and workload.
- Strong team player.
- Capacity to collect, process and analyze complex data and information.
- Has a calm diplomatic manner and can be good-humored even under pressure.
- Goal orientation combined with a high level of frustration tolerance.
- Willingness to upskill as required by the tasks to be performed.
