Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Country Office to fill the position of the:

Procurement and Contracting Specialist (full-time, Kyiv) 

(internal SAP code: Procurement and Contract Management Specialist)

In its role as a highly effective implementing organisation, GIZ is already supporting Ukraine’s reconstruction efforts. The focus is on building municipal and social infrastructure, ensuring reliable energy supplies and strengthening the Ukrainian economy. At the same time, GIZ is supporting the country on its path towards EU accession. It provides advice on necessary reforms and drives the modernisation of public administration. Its decades-long record of cooperation and network spanning the entire country mean that GIZ is well placed to offer tailored support that is both forward-looking and responsive to citizens’ needs. Around 560 staff work for GIZ in Ukraine, in about 45 projects. The total volume of commissions amounts to some EUR 625 million.

Tasks:

  • Procurement of goods and services;
  • Processing of financing agreements;
  • Preparation and implementation of tenders in accordance with the GIZ rule;
  • The conclusion of contracts with suppliers/contractors, local subsidy contracts;
  • Market analysis, evaluation of results, contribution to the development and maintenance of the supplier pool;
  • Providing complete advice on all procurement-related issues for assigned Conducting an efficient and constructive dialogue with the projects / programs on procurement-related topics;
  • Effective cooperation with colleagues from headquarters (contract department, procurement specialists,etc);
  • The monitoring of the concluded contracts and maintenance of the associated Software;
  • Taking control of all framework agreements and long-terms agreements in area of responsibility, including monitoring the duration of the agreements, negotiating with the contractors about the conditions required by GIZ, receiving and documenting the necessary permits for the deviations, concluding the the agreements.

Qualifications:

  • BA or MA degree in a related area, g. business management with a focus on finance, controlling, purchasing or contract management or similar area;
  • Minimum 3 years of work experience procurement in international organisation;
  • Outstanding working knowledge of ITC technologies, MS Office/Office 365 (Outlook, Excel, Word, MS Teams Power point,). SAP or other ERP system experience will be an asset;
  • Native speaker Ukrainian;
  • Good command of English (knowledge of German will be an asset);
  • Team player with intercultural experience (work/studying);
  • Strong organisational and planning competences;
  • Proactive, innovative and hands-on attitude;
  • High degree of discretion and integrity;
  • Ability to work flexibly and independently, also under stressful conditions;
  • Willingness to upskill as required by the tasks to be performed.

 Employment conditions

Full-time position with 40 hours working week. Contract duration is 2 years. Prolongation is possible.
