Background information

The Westminster Foundation for Democracy (WFD) is the UK’s democracy assistance agency, working in partnership with political parties, parliaments, and civil society organizations around the world to create more inclusive, accountable, and transparent democratic systems. WFD strengthens the capacity of these key democratic institutions, helping ensure they have the systems, knowledge, and skills to perform effectively. WFD also fosters improved democratic processes, bringing together individuals and institutions and encouraging them to work together to solve concrete problems, applying democratic values and principles.

The Recovering Ukraine Democratically (RUD) Programme is being implemented by WFD since July 2024 and aims to support political actors, municipalities and civil society in the context of democratic development and recovery. The Programme will focus on identifying recovery-related challenges and providing institutional support to political parties, municipalities and CSOs to overcome these challenges.

As part of the Programme, WFD will conduct a nationwide public opinion survey on the role of political parties in Ukraine’s recovery. The study will also cover the level of trust in political actors; the priorities of the population regarding key actors in the recovery process etc. The findings will serve as a basis for evidence-based policymaking, targeted measures to address the challenges of recovery in Ukraine, and for effective adaptation of political parties’ activities to the real needs of the population.

Scope of Work

WFD is looking for individuals to provide expert services to political parties regarding the implementation of the nationwide survey results.

The list of services provided by the expert is not inclusive, but might include the following:

  • Policy development for a certain political party to incorporate the results of the survey
  • Training provision for political parties’ central and/or regional offices on the survey results and main priorities for future work
  • Adaptation of the political parties’ program to new challenges

Timeline

A tentative timetable for delivery is outlined below.

  • Tender announcement: 19 November 2024
  • Selection and contracting of the winning bidder(s): December 2024
  • Primary service provision: December 2024 – January 2025
  • Final Report: February 2025

Budget

The expert should state the daily rate in UAH (including taxes) while responding to the tender announcement as well as the minimum and maximum number of working days he/she will be ready to provide to the political parties.

Reporting

The winning bidder(s) will be expected to provide periodic written updates throughout the delivery of the assignment(s). Additionally, a brief final report is expected on completion.

Expert requirements:

  • Be familiar with Ukraine’s political landscape and the work of political parties
  • Be vigilant and discrete while providing the services
  • Have prior experience in cooperation with political parties. It is recommended that an expert applying for this position provides a confirmation letter from the political party about the readiness to cooperate with a certain expert

Documents to be submitted with the proposal:

  • CV
  • Financial proposal, stating expert rates, availability of the expert for the preliminary dates, as well as the overall number of days a certain expert is ready to dedicate for this service
  • Confirmation of previous experience as well as a reference (if possible) from the political party the expert is willing to work with
