Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the project “Best available techniques (BAT) for Ukraine” to fill the position of the:

Junior Environmental Policy Advisor (full-time, Kyiv)

(internal SAP code: Junior Environmental Policy Advisor)

 

Responsibilities:

The junior advisor provides support for:

  • the team leader and other experts for whom the junior consultant/project desk officer performs technical tasks;
  • coordinating project activities;
  • carrying out specific research tasks which are required for planning the implementation of projects;
  • carrying out specific tasks in connection with knowledge management for the project;
  • the team leader in carrying out project activities.

Tasks

Coordination and monitoring

The junior advisor

  • puts together an overview of project activities, deadlines etc. and presents this regularly at team meetings;
  • screens all incoming communications and filters outgoing for any further action;
  • supports project monitoring and updates information on project progress, documents and reports regularly on the status of results;
  • assists with recording and documenting the results of all activities;
  • draws up media analyses, participates in fora and public hearings on issues directly connected with the project;
  • assists with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects;
  • orders and distributes PR materials on the project as well as GIZ PR materials;
  • assists with PR work for the project;
  • assists short-term experts assigned to projects in completing their tasks;
  • administers travels, meetings, appointments and briefings including drafting background notes when required;
  • prepares draft routine correspondence, general briefing notes, documents, translations and minutes of meetings when requested.

Research

The junior advisor:

  • in consultation with the manager or expert, prepares and carries out qualitative research projects (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data).

Communications and event management

The junior advisor:

  • regularly draws up a list of forthcoming meetings and events and autonomously monitors and addresses open tasks and deadlines for these events;
  • supports organization of regular and ad-hoc meetings, external and internal workshops, trainings and other events;
  • organises and coordinates logistical aspects (incl. travel arrangements) for planning, holding and documenting meetings, workshops, seminars and other events;
  • contributes to the creation, writing, editing and proofreading high quality, engaging content on the project activities;
  • adheres to appropriate protocol and correspondence guidelines when communicating within GIZ and with any external partners.

Knowledge management

The junior advisor

  • assists in drawing up reports and translations;
  • establishes a project database;
  • assists in communicating, updating and collecting information;
  • assembles data and keeps an inventory list;
  • organises and updates project documentation, the filing systems and the project library.

Implementation of project activities

The junior advisor

  • develops training materials;
  • carries out basic training;
  • moderates team meetings.

General obligations

The junior advisor

  • is familiar with GIZ planning, implementation and reporting procedures and their changes;
  • is familiar with other project components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff;
  • represents the interest of the GIZ-assisted measure and always acts on its behalf;
  • carries out important tasks for the project, even if these are not explicitly cited in the job description.

Other duties/additional tasks

The junior advisor

  • assists other experts, if necessary as translator;
  • performs other duties and tasks at the request of management.

Required qualifications, competences and experience:

Qualifications

  • Minimum University degree in International Relations, Politics, Management, Economics, Business, Public Administration, Social Sciences, Environmental Studies or related field.

Professional experience

  • At least 1 years of professional experience in a comparable position or traineeship program.

Key Competences

  • high proficiency in written and spoken English and Ukrainian;
  • good working knowledge of ITC technologies and computer applications (e.g. MS Office);
  • keen interest in the work of the international technical assistance organizations in Ukraine;
  • basic understanding of technical assistance specifics in a local context in Ukraine;
  • keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency;
  • basic understanding of climate change and energy efficiency global and national reform agenda.

Additional competences

  • prioritizes support for the benefit of the team as well as the overall project success;
  • consistently approaches work pro-actively with energy, creative, positive and constructive attitude;
  • ability to prioritize tasks independently with possible time constraints and work load;
  • capacity to collect, process and analyze complex data and information and share these;
  • willingness to perform within agile team environment;
  • strong self-organization skills and goal orientation combined with a high level of frustration tolerance;
  • willingness to upskill as required by the tasks to be performed;
  • customer and service-oriented attitude;

Employment conditions

Full-time position with 40-hours working week. The place of assignment is Kyiv. The assignment starts as soon as possible. Contract till 31.01.2026.
