Deloitte is seeking candidates for the position of Procurement Administrator in support of USAID/UKaid SOERA. This is a full-time position, to be based in Kyiv, Ukraine.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.

Objective:

The Procurement Administrator in assisting both field and head office teams with procurement, logistics, compliance, and reporting activities in accordance with USAID guidelines. This role requires excellent communication skills, a keen eye for detail, and the ability to manage multiple tasks efficiently. The Procurement Administrator reports directly to the Procurement and Operations Manager and will work with support from the SOERA Home Office operations team.

Responsibilities:

  • Collaborate with the HO procurement team and field office staff to implement procurement plans that align with project objectives.
  • Support the preparation of procurement documents for field office under HO agreements.
  • Provide procurement updates to the HO team, ensuring alignment between field office activities and HO strategy.
  • Assist the FO procurement team to identify, evaluate, and manage local and international vendors, ensuring compliance with USAID procurement regulations.
  • Coordinate with the HO team to support establishment of long-term relationships with suppliers for large-scale or ongoing project needs.
  • Assist in negotiating favorable terms with suppliers, ensuring contracts comply with USAID regulations and procedures.
  • Maintain procurement files, including contracts, purchase orders, and all relevant communications.
  • Work closely with the HO compliance team to ensure that procurement documentation is maintained properly for audit and reporting purposes.
  • Support with the regular compliance checks to ensure that the procurement process is efficient and transparent.
  • Coordinate with both the HO and local teams to ensure timely delivery of goods and services.
  • Resolve delivery issues or discrepancies in collaboration with HO teams and local stakeholders.
  • Maintain tracking and logistics management, ensuring that orders, shipments, and deliveries align with project timelines.
  • Provide regular procurement status updates to the Procurement and Operation Manger, including procurement tracking, cost analysis, and progress.
  • Coordinate with finance and operations teams to track project expenses and ensure payments to vendors are processed on time.
  • Maintain close communication with the HO procurement team to ensure smooth coordination of procurement activities across various project locations.
  • Perform other procurement-related duties as required by the project.

Minimum Requirements:

  • Bachelor’s degree
  • At least 2 (two) years of professional experience working on USAID or donor-funded projects
  • Fluent Ukrainian and English
  • Strong written and verbal communication skills in English
  • Ability to manage vendor relationships and coordinate procurement efforts between field offices and HO.
  • Excellent planning and time management skills
  • Interest in technical assistance work is preferred
