Deloitte is seeking candidates for the position of Small Privatization Support Consultant in support of USAID/UKaid SOERA. The position is for PEs (ФОП) and will be based in person in Kyiv, Ukraine. This vacancy announcement will result in the hiring of six candidates.

Project Background and Summary:

The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.

Objective:

The USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance SOE privatization, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth.

The activities of the SOERA project support the SPFU, in particular towards transparent and efficient privatization of state enterprises and other state assets.

The project provides legal and financial assistance in the processes of selling public sector enterprises, analytical and technical support to the privatization authorities in collecting and preparing documentation required for privatization of state assets, as well as active assistance in training qualified personnel, building their skills in working with legal and financial documents, and accumulating knowledge and experience regarding the processes of privatization of state enterprises.

Within the framework of the project, consultations on a wide range of issues on the peculiarities of sale and disposal of state property take place, and training programs on procedures and algorithms of actions of privatization bodies in the processes of sale of state assets are prepared.

Through these efforts, SOERA strengthens the SPFU’s ability to develop an effective system of management and disposal of state property, which generally contributes to Ukraine’s economic progress.

The Small Privatization Support Consultant is expected to be involved in tasks within his/her area of responsibility to strengthen the support of the SOERA project of the State Property Fund of Ukraine and specifically, its Regional Offices, in the process of preparing enterprises for privatisation.

The position will report administratively to the SOERA Regional Privatization Support Team Lead.

Responsibilities:

  • Technical assistance to the Regional Office of SPFU and mentoring its’ employees in drafting letters of request/responses required in the process of preparation for privatization.
  • Communication with representatives of the enterprise regarding the status of preparation of documents, certificates, tracking the status of readiness, etc.
  • Verification of documents and their completeness received from the enterprise to the Regional Office in the course of preparation for privatization (according to the defined list).
  • Support and assistance to the Regional Office of SPFU and mentoring its’ employees in forming the package of documents required for filling the virtual data room.
  • Verification of the process of filling of the virtual data room, preparation and publication of the auction information message about the privatized SOE.
  • Support of procedures and advisory support in terms of compliance with the requirements of privatization legislation in the process of publication of the information message and announcement of the auction for the sale of small privatization objects.
  • Consulting the Regional Office of SPFU and mentoring its’ employees on the registration of property rights and registration documents

Minimum Requirements:

  • Bachelor’s and/or Master’s degree in finance, management, law, or other related field
  • Experience working with the public sector
  • Familiarity with corporate financial, legal, and property registration documents
  • Knowledge of Ukrainian legislation related to privatization and operation of the State Property Fund of Ukraine
  • Ability to read, understand and work with financial statements (BS, P&L, CF)
  • Experience in organizing interaction between various institutional stakeholders
  • Excellent analytical and organizational skills
  • Excellent planning and time management skills
  • Excellent analytical skills with ability to thrive in a fast-paced, fast-changing environment with strong attention to detail
  • Ukrainian as a mother tongue, proficiency in English is an advantage
  • Exceptional ability to meet deadlines
  • Positive team player with strong interpersonal and relationship-building skills
  • Ability to take initiative, function independently and navigate ambiguity
  • USAID program experience preferred.
