Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a qualified professional for the component “Ukrainian Climate Office/ Capacities for Climate Action as part of the project “IKI Interface Project Ukraine: “Supporting Ukraine towards Ambitious and Integrated Climate Policy (GreenUkraine)” to fill the position of the:

 

Climate Change Advisor (full-time, Kyiv)

The project aims to deepen the Ukrainian-German climate cooperation for achieving progress in the implementation of climate and biodiversity goals of Ukraine on its way to the EU. In its function as the IKI interface for Ukraine, the project supports networking, knowledge exchange and specifically the cooperation between German und Ukrainian climate policy makers through facilitating and building of strong networks. Proposed stakeholders included in formats or dialogues on climate related topics of the IKI Network in Ukraine are Civil society groups, the private sector, the IKI Implementing organisations in Ukraine and the German-Ukrainian Energy Partnership.

The component with regard to the Ukrainian Climate Office is co-financed by the EU. Its main objective is the establishment of a Climate Innovation Resource and Consultative Centre and thus strengthening the capacity of government, companies and NGOs/CSOs for climate protection measures. It shall significantly contribute to the achievement of climate neutrality in Ukraine in 2050. Therefore, the project advises the preparation of policies and implementation of measures in Ukraine that effectively support the transition to a climate-neutral, clean, resource-efficient and secure energy supply and use.

Responsibilities:

  • Coordinate and support the Ukrainian Government and other stakeholders in selected policy and strategy processes related to climate topics.
  • Liaise closely with relevant ministries, agencies, and stakeholders to gather important data and maintain regular and effective communication channels with MEPR to convey the project’s needs, concerns, and objectives.
  • Conceptualize the ideas and tasks to be performed with relation to climate change.
  • Support in developing the capacity of ministry’s staff and other government agencies to understand and address climate change issues effectively.
  • Facilitate stakeholder consultations and engagement processes to ensure broad participation and buy-in for selected policies and strategies, including civil society organisations, business representatives, and regional authorities.
  • Provide technical expertise and support for alignment of Ukraine’s legislation to the EU Acquis Communautaire Chapter 27 on climate.
  • Monitor and evaluate the implementation of climate measures, identifying barriers and opportunities for enhancing effectiveness, and providing recommendations for adjustments or improvements as needed.
  • Stay updated on the latest climate research and technological innovations and provide recommendations for integrating new solutions into policy and action plans.
  • Coordinate with international partners and donors to leverage support and resources for the climate topic in Ukraine.
  • Support the preparation of regular progress reports, technical documents, and policy briefs to communicate the status of decarbonization and achievements to relevant stakeholders, including government officials, donors, and the public.

Required Qualifications, Competencies and Experiences:

  • Master’s degree in environmental science, climate studies, sustainability, economics, or a related field.
  • More than 5 years of proven experience in working closely with climate-relevant stakeholders and Ukrainian ministries and in-depth involvement in processes and topics of Ukrainian climate pathways.
  • Strong understanding of international climate frameworks, such as the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, as well as EU policies and Ukrainian realities of mitigating of and adapting to climate change.
  • Excellent communication, coordination, and stakeholder engagement skills.
  • Experience in preparing and conducting stakeholder engagement sessions of diverse nature.
  • Fluency in Ukrainian and English languages, both written and spoken. Knowledge of German is an asset.
  • Ability to work effectively in a multicultural environment and collaborate with diverse stakeholders.

  • Ability to perform in pressure situation.
  • Passionate for the topic of climate change and green economy.
