POSITION TITLE: Senior Communications Lead  for the USAID/ RADA next generation activity

MARKET VALUE: Final compensation negotiated and commensurate with relevant USAID implementing partners in Ukraine.                  

PERIOD OF PERFORMANCE: Through the end of the existing program in September 2026.

Purpose 

RADA Next Generation (RANG) is a five-year USAID-funded initiative (2021-2026) aiming to advance the “next generation” of reforms that will enable the Verkhovna Rada of Ukraine (VRU) to become a modern, effective institution that promotes accountability and democratic development in Ukraine. The RANG project is seeking a Senior Communications Lead to guide project communications during the challenges posed by the full-scale Russian invasion in February 2022 and opportunities that arise when the security situation allows. 

The Senior Communications Lead will work with a dedicated team of communications professionals to share the RANG project’s successes with Ukrainians and an international audience that includes donors, diplomatic missions, civil society, and lawmakers and staff of the Verkhovna Rada of Ukraine.  

Key Duties/Responsibilities 

Reporting to the Chief of Party, the Senior Communications Lead will be responsible for the following duties: 

  • Lead and coordinate the daily work of the Communications Team. 
  • Advise RANG senior management regarding public information strategies, required branding and marking according to USAID regulations, and other issues that impact the successful communications of RANG activities and results. 
  • Liaise with the Communications specialists at the USAID mission, to ensure RANG strategies and products align with USAID’s communications priorities. 
  • Work closely with the managers of each pillar of the RANG project to produce public information campaigns that highlight the results and achievements of RANG’s many collaborations with Verkhovna Rada staff and officials and the lawmakers that form Parliament.
  • Lead RANG’s social media strategy to ensure maximum impact and engagement with followers, with an increased focus on the production of video content for Facebook and other platforms. 
  • Coordinate and supervise the creation of the Program’s information products, including flash news, Public Weeklies, monthly digests, success stories, and annual achievements. 
  • Coordinate the development, production, and updating of information products on the Program’s website. 
  • Supervise the development of stories for placement with local and international media. 
  • Work closely with the Leads of each RANG Objective, ensure collaboration on documents and other materials provided at public events, Program promotional materials, and reporting of success stories that accurately and professionally describe the achievements of the RANG Program. 
  • Liaise with RANG partners as required, including performing joint duties or functions. 
  • Write and edit the communications components of the RANG implementation plans, semi-annual reports, and annual reports. 
  • Other duties as deemed necessary. 

Required Qualifications and Experience 

  • Language proficiency (Ukrainian and English) and excellent writing skills in both languages are required. 
  • BA (or equivalent) or a higher degree in a relevant discipline. Master’s degree preferred.  
  • Significant experience working in a communications capacity on projects funded by international donors, preferably USAID-funded projects. 
  • Knowledge of the workings of Ukraine’s Parliament and Ukraine’s reform agenda.  
  • Excellent interpersonal skills and the ability to work professionally and meet tight deadlines. 
  • Demonstrated skills in working with social media, websites, video production, and digital communications. 
  • Collaborative team player comfortable leading as well as executing and taking constructive input from multiple sources. 
  • The ability to handle complex multiple assignments simultaneously, with competing demands and deadlines, while maintaining a calm demeanor, is essential. 
  • Excellent communication and negotiation skills, including public speaking and working with the media. 
  • Advanced MS Word, PowerPoint, and Outlook user.
