Alinea International is recruiting a Team Lead for managing the program team to support the Defence Management System Review (DMSR) pursued by the Ministry of Defence and the General Staff of the Armed Forces of Ukraine.  The objective of the Defence Management Systems Review is to transform selected defence management functions in order to clarify, rationalize, and codify the authorities, responsibilities, and accountabilities of the Ministry of Defence and Armed Forces of Ukraine; introduce a new, efficient model for the Ministry of Defence; improve effectiveness and efficiency; harmonize defence architectures and processes with NATO and NATO member states; and enhance democratic civilian control of the Armed Forces.

The DMSR is being conducted in the context of Canada’s Promoting Reform Objectives through Technical Expertise and Capacity Transfer (PROTECT) program. PROTECT is a 2 year, 3M CAN$ defence and security sector reform program funded by Global Affairs Canada and implemented in Kyiv, Ukraine. PROTECT provides short-term expert (Ukrainian and international) deployment and capacity to reforms in the defence and security sector. The program responds to the needs of Ukraine’s defence and security institutions and agencies and focuses on building strong analytical approaches in gender equality; women peace and security (WPS); and results-based management into reform initiatives, while lending expertise in the management of reforms.

PROTECT program outcomes are defined as follows:

  • Improved governance and democratic accountability of Ukraine’s security and defence sector
  • Improved planning, coordination, gender responsiveness and strategic analysis of security and defence sector reforms
  • Improved implementation of reforms delivered through the Ukrainian security and defence sector

The Team Lead will under the direct supervision of the PROTECT Program Field Manager and in close cooperation with the Ministry of Defence and the General Staff, ensuring the alignment of the expert team’s work with the DMSR strategic priorities and methodology covering the three thematic policy areas:

  • Governance (Democratic oversight and civilian control)
  • Planning and Resource Management
  • Human Resource Management

Key Responsibilities

  • Manage the day to day relationship with the Ministry of Defence and General Staff counterparts in a constructive and diplomatic manner;
  • Providing project management tools and strategies to support and guide the team;
  • Ensure team compliance to the approved methodology for undertaking the DMSR;
  • Review, appraise and comment on products (pieces of research, legislative analysis, strategy and policy-papers) developed by the project team;
  • Ensure the efficient engagement of the project team with key DMSR contact points and recipients at the Ministry of Defence and the General Staff of Ukraine;
  • Oversee application of the DMSR Methodology throughout the thematic policy areas by the project team within the scope of the review;
  • Support the local Gender Equality Expert to ensure that opportunity for the integration of gender-based analysis in the thematic policy areas is fully enabled;
  • Support the Program Field Manager in positioning and communicating the results of the PROTECT work on DMSR.

Academic Qualifications and Experience:

Mandatory:

  • Master of Law or Public Administration degree or qualifications in Public Policy, Political Science, and/or relevant area related to security and defence;
  • A minimum of 5 years’ thematic experience working within or with the security and defence sector governance reforms or policy development;
  • A minimum of 3 years’ management experience leading research projects and/ or teams working on reform implementation (preferably in the security/defence);
  • Strong knowledge of the security and defence sector of Ukraine reforms landscape;
  • Ukrainian and English language skills.

Desirable:

  • Thorough understanding of the governance systems and decision-making processes of the Ministry of Defence of Ukraine and the Armed Forces of Ukraine;
  • Analytical capacity and capable of objectively evaluating the quality of work conducted by the project team in line with the outlined policy areas;
  • Skilled in various research methodologies and approaches, especially informed of the standards of work with the data owned by the state entities;
  • Familiarity with techniques for benchmarking, interviewing, critical analysis, process mapping, and gender-based analysis.
