The Expert Deployment for Governance and Economic Growth (EDGE) Project is helping Ukraine move towards a democratic and prosperous society by advancing citizen-centered democracy and promoting sustainable economic growth. EDGE responds to critical needs of the Ukrainian government at the national and regional level, in planning, implementing and communicating about governance and economic growth reforms.
 
Position Type: Technical / Management
 
Level of Effort: Full time for the project duration
 
Position Summary: Based in EDGE’s National Office in Kyiv and reporting to the Country Director, the Sector Lead will be responsible for managing the technical assistance for a variety of Ukrainian government bodies and agencies. In particular, EDGE Sector Lead will assess support needs of government agencies, design assistance projects in compliance with Ukrainian reform agenda, establish and manage project teams, coordinate initiatives will stakeholders and ensure timely delivery of the agreed scope of work.
We are seeking a seasoned project manager, who is motivated to further Ukrainian reforms together with his/her government counterparts. A successful candidate would be ready to work in a challenging multi-stakeholder environment and able to operate independently, set goals and deliver on them on time. The Sector Lead will also serve as a principal liaison between the project and the relevant government beneficiary in his/her respective area of operation.

Preferred Qualifications and Skills
  • Dynamic, independent, results driven highly-motivated expert; 
  • Strong project management skills with a minimum of 5 years of senior project management experience;
  • Experience in one or more of the following sectors: governance, economic development, finance, strategic planning;
  • Proactive and capable of setting goals independently; champion the project component s/he is responsible for; 
  • Master’s Degree in Economics, Business, Law, Political Science, International Development or another relevant discipline;
  • Impeccable knowledge of Ukrainian and superior fluency in English is a must.
Indicative Duties and Responsibilities
  • Sector needs assessment;
  • Development of technical assistance plans; setting up government assistance programmes (coordinating the scope of work with the government beneficiary, recruiting and managing project teams, delivering results as per agreed scope of work);
  • Contributing to projects’ planning, implementation and reporting.

In addition, Sector Lead will perform general project management tasks and collaborate with other members of the project team to implement project activities, namely:

  • Participate in team discussions;
  • Report regularly to the Deputy Director/Country Director;
  • Travel, as required, within Ukraine to participate in project activities or to carry out specific duties mentioned herein;
  • Undertake other related tasks as assigned.
