Background

The OSCE Special Monitoring Mission to Ukraine is looking for a qualified, motivated and experienced Ukrainian professional for the position of Medical Expert with its Field Office in Kharkiv. The OSCE is committed to achieving a better balance of women and men within the Organization.

NOTE: This is a short-term position; expected duration of appointment/assignment is about of 5 months and 29 days.

The incumbent is requested to work in stand by regime, to be available for testing and emergencies, assistance in serious cases and evacuations.

Tasks and Responsibilities:

The Medical Expert will be responsible for conducting remote and in-house antigen testing for OSCE Mission members in keeping with the standard operating procedure and concept note. This includes home/accommodation visits for antigen testing and administration and record keeping.

More specifically the incumbent is responsible for:

  1. Providing testing on COVID infection;
  2. Providing medical consultancy services to OSCE Staff related to COVID;
  3. Following up on Mission Member’s condition and recognize any change of condition that requires intervention;
  4. Assisting with referrals to local hospitals when further investigations is required to determine the need for medical evacuation related to COVID;
  5. Ensuring adequate medical care is given to mission members based on his/her knowledge of the adequacy of locally available facilities;
  6. Assisting with arrangements if medical transfer is needed to another location or hospital;
  7. Stand by and perform other tasks as assigned.

Necessary Qualifications:

  • Ukrainian citizenship or holding permanent resident status in Ukraine;
  • Medical Doctor with Medical Diploma and License in Internal Diseases, ENT, Intensive Care, Surgery, or any field of Invasive Medicine;
  • Minimum 4 years of experience in the medical practice;
  • Recent experience with PCR or antigen testing;
  • Experience using personal protective equipment (PPE);
  • Experience in administration and accounting of all antigen test kits used, wasted:
  • Ability to rapidly react on any positive testing results;
  • Ability to conduct basic administrative medical record keeping related to antigen testing.
  • Computer literate with practical experience with Microsoft applications;
  • Working level in the English, Ukrainian and Russian languages, both oral and written;
  • Ability to cope with physical hardship and possibility to work extra hours, proven resilience to high stress environments;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
  • Cultural sensitivity and judgment.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 514,67 Euro/month. Social benefits will include participation in the Cigna health insurance scheme. Appointments are normally made at step 1 of the applicable OSCE salary scale.
