HEALTH SYSTEM SPECIALIST

Main purpose:

The purpose of the position is to act as a reference within the OCB mission in Ukraine Country about the health care delivery system, from the primary to the tertiary level, analysing the health reform implementation, in order to identify gaps and to propose solutions to improve the access and quality of care. The health system specialist will work in the advocacy unit at coordination level in Kyiv central office of MSF.

In coordination with the advocacy unit coordinator and the mission health coordinator, he/she will contribute to develop a harmonised vision and strategy for advocating and influencing Major stakeholders, such as the government and other international and national actors, to identify priorities for action, in order to ensure and/or improve the delivery of care and continuity of quality health services to the population in need.

Being responsible for the analysis of the health system functioning in Ukraine, the candidate needs to be knowledgeable about the health care pyramid, the referral system, the health system financing, the existing and planned social safety nets such as the social security and other social support systems, the health reform currently being implemented and the general legal framework governing the health sector in Ukraine.

Main duties:

  • Analysing the current health system and the implementation of the health reform, identify gaps in the systems that prevent or limit the access to quality health care in general and more particularly in the field of TB, MDR-TB and HIV diseases.
  • Identify areas for studies and investigation in the field of health systems functioning and health systems financing, in order to provide evidences and ground for the MSF advocacy strategy on health in Ukraine.
  • Draft the terms of references of such studies and the general methodologies for carrying them.
  • The health system specialist will carry on such studies by himself or sub-contract them either to MSF consultants or to external service providers. The decision for one option on the other will be taken on a collegial way under the guidance of the HoM and the Medical coordinator.
  • For those studies sub-contracted, he will assist in the short listing, recruitment, interview process and briefing, of the consultant.
  • In collaboration with the advocacy manager he will prepare analytical papers, on the health reforms, on the health care financing, on any issue identified as a priority by the advocacy unit, for the briefing of health teams in the projects and to contribute to the general strategy of advocacy
  • The health system specialist will attend forums, discussion groups, and strategic meetings with stakeholders, in Kyiv and anywhere else required in Ukraine.
  • The holder of the position will also regularly visit the project, currently based in Zhytomyr and Luhansk Oblast, in order to brief the medical teams in the projects, to contribute to develop the advocacy strategy specific to each project and attend meetings with the local/regional health authorities.
  • Preparing data keeping system to ensure institutional memory of MSF.

Education:

  • Master’s degree in Public Health, Health Economics, Economics, applied health finance Finance, social sciences, statistics, or other related field.

Experience:

  • Two (2) or more years of work experience in the relevant field required;
  • Understanding of Ukraine’s health system and reform concepts will be preferred;
  • Previous exposure to international health organisations or NGOs desirable
  • Strong analytical skills;
  • Keen attention to detail and an aptitude for problem-solving;
  • Ability to work both in a team and independently;
  • Excellent planning and time management skills;
  • Exceptional communication, negotiation and interpersonal skills;
  • High degree of proficiency with Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, etc.).

Languages:

  • Fluent English and Ukrainian is mandatory
  • Russian desirable

Base of work: MSF coordination office in Kyiv, with regular travel to projects in Country.

Expected starting date of the employee: February 01st, 2022.

Type of agreement: Civil law agreement three to six months – Open for extension.
