DCAF is currently looking for a highly qualified and motivated national experts on policing affairs for its PSRC-NPU project activities. The selected experts will become part of a roster and be called by DCAF to deliver short-term consultancy services upon request, whenever needed.

Title: National Expert

Unit: Europe and Central Asia Division, Operations Department

Location: Ukraine

Duration: Short-term Consultancy ( tbd )

Reporting: The National Expert will be assigned to the DCAF Europe and Central Asia Division.

Tasks and responsibilities: The national expert will be responsible for supporting the implementation of the Police Assistance Project on Strategic Reform Capacities of the National Police of Ukraine (PSRC-NPU). It will work under the supervision of the Principal Programme Manager responsible for the PSRC-NPU in close cooperation with the Head of Project Office in Kyiv-Ukraine.

Key areas of Expertise required:

  • Police and or/criminal justice sector modernization and reform.
  • Strategic planning and management in the public sector.
  • Human resources planning and management in the public sector.
  • Integrity and anticorruption in the public sector.

Key areas of responsibility include:

  • Conducts policy analysis and policy research on project-related topics and drafts relevant analytical reports;
  • Provides strategic advice on and supports the development of project activities (capacity building, policy advice);
  • Facilitates implementation of project activities;
  • Supports and facilitates communication with project stakeholder groups;

Key qualifications

  • University degree in the field of law, international relations, conflict resolution, security or peace studies;
  • Proven track record of providing policy advice and capacity building support in the field of criminal justice, law enforcement/police reform;
  • Knowledge and experience in strategic planning and management in the public sector.
  • Prior experience in advising international capacity building projects in the field of law enforcement reform;
  • Deep knowledge of the ongoing reform processes in Ukraine related to security sector governance, including policing and law enforcement;
  • Excellent proficiency in English and Ukrainian, both written and spoken;
  • Ukrainian citizen or valid work/residence permit for Ukraine;
  • Registration as private entrepreneur in accordance with Ukrainian Law.
