Overall purpose of the role

• Assists in the development and implementation of DRC safety risk management systems, including policies, plans and procedures in areas of operation
• Provides advice on all safety related manners and protocols
• Assists DRC Ukraine’s country team fleet in monitoring, premises selection and other assigned tasks

 Geographic scope: Ukraine (Lviv or Chernivtsi).

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and daily tasks. The role supports country operations through offering specific safety risk technical guidance provided from the Safety Specialist.

Main responsibilities

  • Monitor the evolving situation in assigned areas of operation and relay this data to relevant staff.
  • Establish a network of local contacts which facilitates safer access for DRC operations.
  • Assists in developing and facilitating safety risk training to DRC staff and drivers.
  • Assist the Safety Specialist in conducting site safety assessments and identifying new office spaces, guesthouses, warehouses and other sites as required. This can include regular safety audits, such checking fire extinguishers, safe room supplies, first aid kits, emergency communication equipment and physical security elements (MOSS), among other items.
  • Assist in drafting standard operating procedures, contingency plans, threat assessments and other documents
  • Assist in updating of pre-arrival briefs, local safety rules, security phone trees and safety briefs.
  • Assist in implementing realistic DRC safety policies, protocols and procedures.
  • Assist in developing DRC Safety Improvement Plans (SIP) for any safety gaps identified.
  • Alert relevant parties in case of an emergency event, and support incident response as directed by the Safety Specialist.
  • Assist the Fleet Team leader in ensuring vehicle personal tracking systems are in place. Safety equipment are placed in vehicles and verifying usage information and preparing relevant reports.
  • Assist DRC in ensuring current legislation, rules, standards, provisions, instructions on labor protection, industrial sanitation, fire protection and environmental protection are adhered to.
  • Carry out constant control over observance by workers of requirements concerning labor protection.
  • Any other general administration task requested by the line manager.

  • Technical line-reporting to Safety Specialist

 Required experience and competencies

  • At least 1-year experience in similar role
  • Experience working in multicultural work settings
  • Experience with information gathering
  • Experience working in hostile or hazardous environments
  • Advanced English proficiency
  • Fluency in local language

Required education

  • Diploma or equivalent professional qualification
