ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
  9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  10. Other as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
  • analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
  • interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring
  • provide inputs into the development, implementation and realignment of high quality emergency programmes.
  • Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.

Languages: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

Duty Station (City, Country): Current opening is in Dnipro, Ukraine. As a roster VA this posting may be used in the future to fill in similar positions in multiple locations in Ukraine (i.e. Lviv, Kiev, Vinnitsya, Zakarpastka, Uzhhorod, Kropyvnystkyi, Chernivtsi, others)

Duration: 3 months (ASAP). Multiple positions of various durations 3-12 months, and contract will be offered according to the needed duration.

  BACKGROUND AND PURPOSE OF THE ASSIGNMENT:  The United Nations World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, assisting 115.5 million people in 84 countries by delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty. WFP operated in eastern Ukraine from 2014 to 2018, reaching more than one million people through cash, food vouchers or locally purchased food rations, while operating in both government- and non-government-controlled areas. WFP is currently engaged in a large-scale response to the ongoing humanitarian crisis in Ukraine. The current conflict is a main driver of hunger and food insecurity in the world. The United Nations estimate that 12 million people inside Ukraine will need relief and protection, while more than 4 million Ukrainian refugees may need protection and assistance in neighboring countries in the coming months. It is estimated that 1.3 million refugees and asylum-seekers arrived from Ukraine to neighboring countries as of 4 March; this number could grow to 1.5 million people. More than 50 percent have set to Poland, 13 percent in Hungary, 9 percent in Moldova and the rest in other European countries.   This role is managing large scale GFD (General Food Distribution) while working closely with logistics and NGO partners to coordinate distributions.
