Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

Given the aggravation of the situation, DRC Ukraine expands its presence in the territory of central and western Ukraine and is looking for MEAL Assistant  based in Lviv.

Geographic scope: Country (Ukraine)

This role has a country focus and ensures compliance with DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Overall purpose of the role:

Responsible for conducting Monitoring & Evaluation activities as per work plan. The MEAL Assistant should collate and verify quantitative programme information, conduct independent monitoring field visits, support with conducting surveys, interviews and focus-group discussions, data entering and assisting with the data analysis. The MEAL Assistant should have a constructive and collaborative relationship with programme staff while maintaining independence and neutrality.

Your main duties and responsibilities will be:

Monitoring and evaluation:

  • Carry out quantitative and qualitative data collection activities at the field level;
  • Assist with data compilation, tracking and analysis (interview/ focus group discussion (FGD) transcripts, statistical data, producing graphs or data visualisation products/ data presentation, data entering);
  • Support field teams in implementing monitoring activities and facilitating FGD and key informant interviews;
  • Support programme and information management staff with Indicator Performance Tracker on a monthly basis. This may include periodic verification of supporting documentation;
  • During monitoring activities ensure beneficiaries are treated with respect, confidentiality and informed consent;
  • Keep supervisor informed of any safety incident that might take place;

Reporting and information:

  • Submit weekly and monthly reports to the MEAL Manager/ MEAL Officer on achievements and challenges related to monitoring;
  • Produce monitoring Field visit reports to ensure programs have accurate, useful and relevant data to inform project development;
  • Participate in the internal evaluation of the program;
  • Assist with desk research, post-assistance monitoring and evaluation reports;
  • Work with programme and other MEAL staff to compile reports for various coordination requests including OCHA and local authorities

Humanitarian Accountability:

  • Support the implementation of DRC’s complaints mechanism;
  • Ensure that the activities are compliant with DRC accountability principles, including Core Humanitarian Standards (CHS)
  • Have a good understanding of, and ability to make recommendations on the safe and secure storage of data and information;

Learning:

  • Support with conducting learning events
  • Assist with updating Lessons Learnt Tool and conducting Lessons Learnt activities during the programme workshops.

Any other tasks, as requested including, but not limited to translation, taking minutes, representation in coordination meetings etc.

About you:

To be successful in this role we expect you to have a clear understanding of the MEAL processes, show attention to detail, demonstrate the best ethical and communicative qualities

Required experience and competencies:

  • Minimum 1 year of direct experience of monitoring and evaluation;
  • Strong analytical skills and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning;
  • Demonstrated ability to design, commission, and manage assessment methodologies and techniques such as focus group discussions, key informant interviews, observations to name a few;
  • Good verbal and written communication skills;
  • Ability to analyze data and summarize it for a range of different audiences;
  • Excellent skill in MS Word, Excel, and PowerPoint;
  • Knowledge of data analysis and data collection tools (Power Bi, KoBo toolbox) is a plus;
  • Ability to build support from staff across teams and across members, and to build the capacity of others;
  • Proven ability to coordinate effective resource allocation to ensure quality programmes;
  • Experience of working within budget constraints;
  • Experience of qualitative research techniques;
  • Experience in social work, community development, non-governmental organizations, or civil society;
  • Good command of English (both written and spoken);
  • Fluency in Ukrainian and Russian
