JOB DESCRIPTION

  • Role: The organisation is now seeking to recruit one suitable qualified staff for the position of Monitoring and Evaluation Officer
  • Department: Programme
  • Duty Station: Poltava with mission trip to AVSI field offices – Kharkiv, Dnipro and Sumy
  • Remuneration Package: Basic Pay + Monthly Health Benefit

Aim of the position: The candidate will support in technically managing all the surveys and M&E activities carried out by the organisation, contributing with technical expertise in the analysis of the project indicators and results, working directly with the team in the field and in collaboration with AVSI senior management team in the Country

 

Main tasks and responsibilities:

  • Assist the program manager to develop result chains, indicators and data collection tools and including analyzing data, drafting analytical reports.
  • Conduct regular site visits to monitor program implementation and provide hands on training to field staff and program partners on how to capture and organize information for accurate documentation and participate in data collection and reporting.
  • Monitor target and actual performance of project and assist analysis of the data and information to review monthly progress reports
  • Development and fine-tuning/adjustment of questionnaires to be used for rapid and standard assessments, project baseline/endline, and monitoring of good/service delivery
  • Data analysis and reporting, crafting of in-depth as well as brief assessment. Revision and editing of reports based on the gathered data
  • Developing GIS reporting system for AVSI activities
  • Assist the program manager as needed with all MEAL activities, sometimes with very short deadlines, the timely delivery of regular reports on project outcome for donor reporting and coordination purposes.
  • Take part in discussion regarding the smooth running of the delegation activities and provide constructive feedback on how to improve. Assist in the development of Program Design and Budget plan, and support to program activities if need
  • Any other duties assigned by supervisor

Essential requirements:

Education: Minimum Bachelor degree in data analysis

Work experience: Minimum 1 year working experience

Required skills and experiences:

Hard Skills:

  • Knowledge (theory and practice) of survey design, including sampling strategies adapted for areas with limited access and demographic data
  • Sound experience in qualitative evaluation, participatory planning, stakeholder analysis and quantitative analysis
  • Welcomed experience in database development and management
  • Prior knowledge and experience in using mobile data collection tools for resource-limited settings (i.e. Kobo toolbox, Open Data Kit)
  • Able to conduct meetings, trainings and workshops
  • Excellent experience in report writing, both of short briefs and in-depth
  • Excellent organizational skill
  • Willingness to work under tight schedules
  • Aptitude to field work with ability to travel with short notice
  • Computer literacy with proficient use of MS Office suite (especially MS Excel)

Additional skills and\or experience:  

Language Proficiency: Excellent written and verbal communication in English functional to represent at the meetings, functions and events.

Reporting structure: 

  • 1st : Program manager
  • 2nd:  Country Representative
