Position: Response Representative (100%)
Duty station: Roving position, frequent travels to Zakarpattia and Vinnytsia
Reporting line: Desk Officer (HQ Switzerland)

In Ukraine, Solidar Suisse is beginning to implement projects with local partner organizations and plans to establish its own presence.

Thus, a new project infrastructure has to be established and managed by a highly qualified team. For this purpose, we are seeking a motivated, skilled and experienced Response Representative with experience in humanitarian aid (incl. cash and voucher-based assistance) to manage Solidar Suisse’s program and support the local partner organisations.

 

PURPOSE OF POSITION

The Response Representative is entrusted to manage the overall program of Solidar Suisse in Ukraine, support, guide and monitor projects implemented by local partner organisations and ensure the achievement of the set objectives by implementing high quality projects as laid out in the project proposals, provide technical and programmatic advice, and manage the project teams. The Response Representative is responsible for liaison with the local partner, with government representatives and other key stakeholders on behalf and in the best interest of Solidar Suisse. As a key member of the team, the Response Representative will liaise closely with Solidar Suisse’s HQ and regularly provide reports.

 

MAIN TASKS AND RESPONSIBILITIES

The Response Representative is entrusted with the following tasks:

Project implementation

  • Manage the implementation of the projects as planned in the proposals together with the local partners and consultants
  • Lead the teams to high quality performance
  • Guide the teams by providing technical and programmatic instructions and advice
  • Develop work plans in a participatory manner and ensure adherence to it
  • Ensure that project activities lead to the set project objectives in due time and in a cost-efficient manner
  • Continuously monitor and supervise project activities
  • Provide on the job training, mentorship and capacity building initiatives to partner staff
  • Manage budgets for the assigned projects and ensure all expenses are according to the budget and meet Solidar Suisse’s and the donor’s standards regarding financial management, including accountability and good governance
  • Provide detailed, accurate and timely progress reports to supervisor on activities, challenges and areas in need of improvement including operational data

Networking & coordination

  • Participate in cluster meetings, operational working group meetings, and other coordination meetings led by relevant agencies
  • Ensure regular and efficient coordination with other sectors agencies
  • Proactively engage with local authorities, project partners, community leaders and other relevant stakeholders to ensure good coordination, participation and proper and timely execution of planned activities

Registration

  • Collect information on the requirements for the registration of an INGO in Ukraine
  • Advise Solidar Suisse HQ on the registration process
  • Carrying out the registration process, which ultimately leads to the registration of Solidar Suisse in Ukraine
  • Liaise with and report to local and national authorities responsible for INGO registration

Compliance and quality assurance

  • Ensure compliance with rules and regulations of the donor, Solidar Suisse, partners and Government
  • Handle administrative, financial, logistical issues in compliance with organization’s rules and regulations and in close cooperation with respective project staff and local partner
  • Support the Finance & Admin Manager in any matter related to finances, logistics and human resources
  • Safeguard quality assurance throughout the entire program, including the adherence and application to the Core Humanitarian Standards

Safety & Security

  • Overview safety and security situation for staff and beneficiaries
  • Develop safety and security plan and ensure its implementation by providing respective measures and tools

Other

  • Provide technical, programmatic and strategic support for the expansion of Solidar Suisse’s program in Ukraine
  • Assist in resolving problems and find solutions in a transparent, constructive and acceptable manner
  • Interact with all project and partner colleagues in a cooperative manner and in a constructive spirit of collegiality based on mutual trust and respect
  • General responsibility over Solidar Suisse’s program in Ukraine
  • Any other task assigned by the Desk Officer

Required profile and experience

  • Master in social sciences, civil engineering, or other relevant fields
  • Proficiency in MS office package
  • Minimum of 5 years professional experience in project management including field experience and community work, preferably in an emergency context
  • Proven experience in the management of cash and/or voucher based projects
  • Proven experience in procurement, logistics and financial management
  • Fluency in Ukrainian and very good knowledge in English language (written and spoken)
  • Good personal organizational skills, including time management and ability to meet deadlines and work under pressure
  • Ability to work independently as well as in a team
  • Creative and innovative thinking
  • Ability to communicate clearly, both verbally and in writing
  • Motivated and willing to take the initiative
  • Show initiative and actively assume responsibilities, able to plan and organize his/her work independently
  • Show flexibility, loyalty and commitment

Duration and starting date

We look for a candidate who is able to start as soon as possible with a contract duration until 30 June 2023 with possibility of extension.
