Global Communities is seeking a qualified Safe & Accountable Program (SAP) Officer to support the SAP Coordinator in overseeing Safe & Accountable Programming at GC and its partner organizations, in close coordination with technical and sector. This will include monitoring the quality of protection mainstreaming in GC and partner Protection, Shelter, and Water, Sanitation, and Hygiene (WASH) activities, as well as GC and partner safeguarding policies and procedures. The role is responsible for monitoring GC and partner implementation of SAP, identifying gaps, and providing training and capacity building to partners at the direction of the SAP Coordinator. This position reports to the SAP Coordinator.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provide support to partner organizations, via the Partnership Team, in implementing program activities in line with SAP policies, procedures, and objectives.
- Support protection mainstreaming within the program through close coordination with GC technical, sector, and partnership colleagues.
- Implement GC’s Safeguarding Framework, containing prevention and response policies and procedures in close coordination with relevant departments including HR, programs, FBM, partnership team.
- Facilitate assessments and focus groups, at the direction of the SAP Coordinator, to identify key safeguarding risk areas, including cultural and safety considerations, and identify country specific issues and methods to manage and mitigate risks, and share findings and recommendations with relevant departments and country leadership.
- Ensure program implementation and GC operations in Ukraine meet GC’s safeguarding policies and international best practices.
- Conduct capacity building sessions and training according to the capacity building plan established by the Partnership Manager to improve GC and partner safeguarding policies and procedures and protection mainstreaming.
- Implement standard tools to gather, assess and utilize data on community needs and partner services, including through Focus Group Discussions.
- Develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing partners.
- Prepare and submit weekly, monthly and three-month work plans in a timely manner, and incorporate supervisor feedback as requested.
- Ensure that the established feedback mechanisms of GC and partner organizations are properly managed.
- Oversee the quality of information/data collection and advocacy related to SAP gaps.
QUALIFICATIONS AND EXPERIENCE:
- A bachelor’s degree or equivalent experience is required; degree in social sciences, psychology, social work, international development or other related field is preferred.
- A minimum of 1-2 years’ prior experience working in humanitarian emergency, conflict, post-conflict, or post-disaster settings AND in implementing protection programs, particularly in areas of CP, GBV, PSS and/or PSEA/Safeguarding.
- Experience working with individuals/groups at risk or victims of abuse, exploitation, and violence.
- Experience implementing sensitive protection services, including case management.
- Familiarity with USAID/BHA Protection, GASI (Gender, Age, & Social Inclusion), and SAP (Safe & Accountable Programming) requirements.
- Knowledge of humanitarian and protection principles and standards.
- Past work with local NGOs and/or international donor funded programs preferred.
- Experience with capacity building, mentorship, or training preferred.
- Remote management experience preferred.
- Commitment to the principles of confidentiality, survivor-centered approach, and Do No Harm.
- Strong time management, multi-tasking and problem-solving skills, and the attention to detail necessary to meet deadlines for multiple projects in a fast-paced environment.
- Commitment to confidentiality and survivor-centered approach.
- A team player who can work collaboratively and with people of diverse backgrounds.
- A strong understanding of the Ukraine context.
- Computer literacy, familiarity with word processing, excel and PowerPoint, and command of database applications is required.
- Excellent writing and presentation skills.
- Ability and willingness to travel (up to 25%) to difficult and challenging environments for trips ranging from one to six weeks.
- Professional proficiency in written and spoken English, and Ukrainian and/or Russian. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
