DAI is seeking qualified candidates for the Kyiv-based full-time position Senior Procurement and Logistic Officer to join USAID Governance and Local Accountability (HOVERLA) Activity’s team.

Project Background:

The purpose of the Ukraine Governance and Local Accountability (HOVERLA) project is to advance effective, accountable, and transparent governance in Ukraine. This USAID effort, implemented by DAI, will work with the Government of Ukraine (GOU) at all levels to better respond to citizen needs by supporting Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

HOVERLA will support the GOU and the Citizens of Ukraine in forming partnership and collaborative efforts to solve problems jointly. HOVERLA has three (3) Objectives:

  1. Ukraine’s system of local self-governance is increasingly institutionalized and effective.
  2. More self-reliant subnational governance.
  3. Citizens play an increasingly influential role in local governance processes

Purpose:

The Senior Procurement and Logistics Officer  is active member of the Procurement Team. He/She will lead the emergency response procurement activities, dispositions and inventory management. He/She plays a pivotal role in ensuring integrity, fairness, responsiveness, and openness in procurement processes as well as adherence to policies, procedures, and controls. The primary responsibility for this position is to oversee and conduct procurement of goods and services, and liaise between companies, employees, vendors, and independent contractors is another crucial aspect of the position. The position requires relevant work experience in the field of procurement across a variety of industry sectors, vendor management, dispute resolution, managing interpersonal relationships and communication, and deliveries and quality checks. The position requires knowledge of the Federal Acquisition Regulations (FAR). The Sr. Procurement and Logistics Officer ensures policy and procedures applied at the proposal stage, evaluation, and awards, oversee her/his team to follow the procedure steps and file all required documentation. He/She will be responsible for managing and ensuring that complete procurement-related backup documentation.

Responsibilities and Key Tasks:

  • Ensure integrity, fairness, accuracy, and openness in procurement processes.
  • Produce a quality Sole Selection Memos (SSM), and Strengths Weaknesses Opportunities and Threats (SWOT) analysis of the received offers.
  • Responsiveness to all queries and follow up of delivery of goods on time with recording disposition in the inventory management system.
  • Draft NXP and disposition requests for related procurement transactions.
  • Ensure DAI/USAID and FAR policies, and procedures are followed and enforced.
  • Resolve issues and obstacles to ensure timely and quality deliverable.
  • Lead primely the procurement of emergency response procurement from solicitation to delivery, disposition, and inventory control.
  • Coordinate with prospective vendors to ensure the submission of required documentation.
  • Maintain an organized system for all administrative filing of procurement related. documentation including vendor compliance, bid documents, procurement plans, and pricing information.
  • Periodic market research on goods and services, update the price listing on monthly bases.
  • Assist procurement team in all stages of procurement processes.

Qualifications:

  • Bachelor’s degree in Business Administration or related field.
  • 6+ years of relevant experience and progressive responsibility in procurement and logistics at the mid-level of an organization.
  • Minimum 3 years’ experience working in a procurement role for international organizations.
  • Accuracy in working with large amounts of data.
  • Ability to respond effectively to time-sensitive demands & inquiries.
  • Proficiency using Microsoft office suite, and other relevant software.
  • Demonstrated strong problem-solving skills as well as exceptional customer relations (both internally & externally).
  • Excellent organizational skills with a willingness to take the initiative and be proactive in the procurement process.
  • Excellent communications and personnel management skills and knowledge to relate to people at all levels of an organization and of different multi-cultural backgrounds.
  • Exceptionally well organized and self-directed individual with sound technical expertise and analytical ability.
  • Fluency in English is required.
