DAI is seeking qualified candidates for the Organizational Capacity Assessment Consultant (STTA, Private Entrepreneur Status) to join USAID Governance and Local Accountability (HOVERLA) Activity’s team.

Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:
Objectives and Duties
To customize the Pact OCA methodology for Local Government Association assessment. To conduct an Organizational Capacity Assessment (Pact OCA) for the Local Government Association.
To develop a comprehensive Organizational Capacity Assessment (Pact OCA) report, including the prioritized Capacity Strengthening Plan for the Local Government Association (LGA).
The duties of the expert shall include but not be limited to the following:
· Review the Local Government Association background documents (constituent documents, policies and procedures etc.);
· Conduct initial interviews with the Local Government Association key staff members;
· Customize the OCA design & tools for the Local Government Association assessment;
· Conduct a set of assessment meetings\workshop with Local Government association members through the participatory facilitated approach;
· Conduct OCA data analysis and report writing;
· Preparation and submission of the first draft report;
· Meetings with assessed association management on initial findings and recommendations;
· Incorporation of comments and finalization of the OCA report;
· Based on the assessment findings, develop a capacity strengthening plan for the Local Government Association.
Deliverables
· Inception Report with a clear work plan, described a customized Pact OCA methodology and participatory tools;
· Organizational Capacity Assessment Report for the Local Government Association;
· Capacity Strengthening Plan for the Local Government Association.
Supervisory Responsibilities
Organizational Capacity Assessment Consultant will report to the National capacity development and advocacy specialist.
Qualifications
· Master’s degree and 5 + years of professional experience in organizational development, capacity strengthening, or related field;
· Proven practical experience in designing and implementing organizational capacity assessments (Pact OCAs) for local organizations;
· Experience in developing and facilitating participatory trainings and workshops;
· Ability to develop and submit timely, high-quality deliverables;
· Strong communication skills and attention to detail;
· Native Ukrainian and good command of English;
· Knowledge of the Ukrainian government’s decentralization reform agenda and developments is a plus.
Application Requirements
· Demonstrable experience in conducting OCA and sample of previous works on organizational capacity assessment or related work, etc;
· Initial work plan based on methodology outlined, and indication of availability;
· A financial proposal;
· CV including a minimum of 3 relevant references to this task.
