The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine. The FSR is looking for candidates to fill in the Subcontracts and Procurement Manager role.

Responsibilities:

The Subcontracts and Procurement Manager (SPM) is a key member of the operations team. S/he will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls. The main responsibility for this position is to oversee and conduct procurement of subcontracts and other goods and services, ensuring consistency with DAI and the project’s policies and procedures. Working with programmatic and other operations staff, S/he will ensure that all contract actions are compliant with US Federal Acquisition Regulations (FAR) and Agency for International Development Acquisition Regulations (AIDAR) regulations, as well as DAI policies and procedures. The SPM will supervise a Procurement Officer.

Requirements:

  • Must have at least 7 years of experience working in international business and procurement management, especially in the administration of large, complex procurements.
  • Bachelor’s degree in business administration, engineering, economics or relevant field.
  • Experience in USAID grants under contracts management preferred.
  • Must be well versed and competent in all aspects of contract and procurement management under USAID regulations and guidelines.
  • Strong understanding of USAID procurement regulations, particularly FAR and AIDAR.
  • Strong interpersonal skills and written and oral communication skills.
  • Language requirements are as follows:
    • English (General working proficiency) Reading/Writing/Speaking
    • Ukrainian (Fluent) Reading/Writing/Speaking is required

Reporting

This position will report directly to the Senior Subcontracts/ Grants Manager.
