DESCRIPTION OF DUTIES
Purpose of the Post is to assist the Hubs Leader and Incident Manager in developing work plans, project proposals, including budget, timelines, reporting, tracking and monitoring implementation and activity cost changes, and rate of expenditures, as well as providing guidance to technical staff in such matters; and, within the delegated authority, to serve as focal point for information on projects management and implementation in the areas under responsibility in Ukraine.
Key duties for NPO at NO-B level:
- To support the Hubs Coordinator and Incident Manager in managing effective implementation of crisis response interventions with local health authorities and partners working at the Regional level;
- To assist the Hubs Coordinator and Incident Manager in implementing WHO’s role in leading the Health Cluster and Regional coordination mechanisms in the area of responsibility, including Regional health authorities, international organizations, NGOs and civil society;
- To support the Hubs Coordinator and Incident Manager in coordinating the procurement and distribution of medical supplies and logistics in the areas under responsibility in Ukraine.
- As required, to support the Hubs Coordinator and Incident Manager and other technical staff during missions to the areas under responsibility in Ukraine by organizing meetings with Governor services, Oblast health department, Municipal health departments, head doctors of hospitals, field hospitals supported by partners as well as in communications with partners and beneficiaries;
- To support the Hubs Coordinator during coordination meetings with all relevant partners and in discussions on how to improve operations to best support health services deliveries;
- To support the Health Cluster Coordinator in identifying and actively engaging local partners and stakeholders into the assessment and response and ensure updated 4Ws;
- To support the Health Cluster Coordinator to prepare regular updated information for Health Cluster partners, including as relevant to conduct HeRAMS or other adapted tools to Ukraine on health services availability and quality in relevant Oblast in collaboration with Health Information Pillar Lead;
- To support the Health Cluster Coordinator with the drafting of WHO’s and health cluster work plans, including timeframes and activity cost estimates, project budgets, tracking and monitoring for implementation of emergency health activities and the establishment of project tracking systems, including monitoring cost changes, expenditure to date, rate of expenditure, and costs to complete;
- To support the Pillar leads in the WHO incident management system team in clinical assessments, collection of data, and in identifying emergency health trends and to detect any significant changes or news threats;
- To act as the Security Focal Point for WHO in case of absence of security officers
- To act as the responsible officer for administrative matters in the hub including but not limited to facility, fleet and cash
* Additionally for NPO at NO-C level:
- Together with the Hubs Coordinator monitor project implementation and expenditures in the areas under responsibility in Ukraine, bringing such to the supervisors attention, including proposing action with a view to negotiate needs for project extensions as necessary, reprogramming and rescheduling budgets and activities as appropriate and in accordance with donors’ agreements and WHO practices and procedures;
- To support the Hubs Coordinator by providing support in operations mapping, identifying areas to be strengthened and appropriate actions leading to improvement;
REQUIRED QUALIFICATIONS
Education:
Essential: University degree (Bachelor’s level) in Medicine, Public Health, project management, Business Administration, supply chain management or another field of studies relevant to the position
Desirable: University degree (Master’s level) in any of the above areas
Experience:
Essential: At least two years’ experience in emergency work in the health sector, at national or international level, in WHO, the UN System, a governmental or non-governmental organization.
For NPO at NO-C level:
Essential: At least five years’ experience in emergency work in the health sector, at national or international level, in WHO, the UN System, a governmental or non-governmental organization.
Desirable: Experience in monitoring field projects at sub-national level. Managerial experience is an asset.
Skills:
Sound organizational, analytical and evaluation skills, complemented by a good knowledge or understanding of donor agreements and reporting requirements, UN financial rules. Working knowledge of information management systems. Excellent interpersonal skills and ability to work under pressure; tact, discretion and diplomacy. Ability to write in a clear and concise manner and to convey written information in an effective manner.

REMUNERATION
Remuneration comprises an annual base salary starting at USD 37,537 for NO-B and USD 51,238 for NO-C (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
