Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Ukraine reconstruction efforts.

Position Summary:

The GIS Development Project Manager will lead and manage a team of experts engaged in drafting the terms of reference (ToR) for the Geo-information system (GIS), developing the business and data management processes for damage monitoring, and developing other technical documentation for system development.  This is an STTA position with an expected level of effort of up to 40 days.

Responsibilities:

  • Establish the project’s management processes.
  • Maintain regular communication between the main participants and stakeholders of the project.
  • Coordinate a team of experts engaged in the task of drafting ToR for GIS, describing business processes and development of the GIS software and supporting documentation.
  • Coordinate with the SACCI project to ensure that the corruption prevention approach is integrated into the development of ToR and technical specifications for the GIS.
  • Develop and maintain strong relationships and cooperation with the Ministry for Communities and Territories Development, key partners of the Ministry to ensure the integrity of reconstruction efforts.
  • Coordinate implementation of this task with activities on the development of the similar digital tools of reconstruction by other stakeholders.
  • Control compliance with the requirements and standards for software development and construction of information and communication systems for state bodies, including in the field of information protection.
  • Control compliance with license terms and legislation regarding the transfer of the results of work and copyright and property rights to the state body.
  • Contribute to developing project deliverables and reports, including but not limited to project work plan, performance reports, project fact sheets, success stories and other deliverables and reports when required.
  • Monitor performance and track and mitigate risks.

Qualifications:

  • Master’s degree in Public Administration, IT, Information Analysis, Management or other relevant fields is required.
  • Minimum of three years of technical experience in the field of public administration, project management or related area is required.
  • Minimum of five years of experience of the cooperation with state authorities and/or local self-government bodies is required.
  • Participation in the implementation of IT products for the state and municipal sectors in the field of geospatial, open data solutions is required.
  • Knowledge of Ukraine legal framework in the field of creation of state information and communication systems and regulatory documents in the field of information protection is required.
  • Familiarity with the Ukraine anti-corruption legal framework, institutional infrastructure, policies and initiatives in the field of recovery is required.
  • Experience with international technical assistance projects or IT development projects is preferred.
  • Strong analytical and writing skills are required.
  • Strong organizational, time management, reporting, and negotiation skills are required.
  • Fluency in Ukrainian and proficiency in English is required.
