Annex 2 – TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: Data Analysis National consultant
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: 6 months
- Nature of the consultancy:
Under the overall supervision of the Chief of Mission and the Emergency and Stabilization Programme Coordinator, and the direct supervision of the Programme Manager (IM&MEL), the successful candidate will support the implementation of IOM’s Ukraine Displacement Tracking Matrix (DTM) data analysis and sharing efforts. In particular, the candidate will assist in data cleaning, storage and visualisation of the ongoing survey of the general population of Ukraine, including the design and creation of dashboards using BI platforms.
- Project Context and Scope:
Starting on 24 February 2022 the war in Ukraine triggered an unprecedented humanitarian crisis across the country. Starting on March 9 2022, the International Organization for Migration began the implementation of a nationwide representative survey of the general population of Ukraine to gather insights into internal displacement and mobility flows, and to assess local needs. This general population survey serves as a preliminary source to identify areas with high humanitarian needs and to inform the targeting of response aiming to assist the war affected population.

- Category A Consultants: Tasks to be performed under this contract
- Process and cleaning datasets, code open-ended questions, harmonize and standardize data and relevant documentation to aid data preservation and storage, as well as analytical reporting.
- Analyze, model, visualize, and publish data using data visualization and BI platforms (such as Microsoft Power BI, HighCharts etc.).
- Support the unit’s Data Analyst in responding to data requests by humanitarian partners, and in preparatory coordination on data sharing in full respect of IOM’s Data Protection Principles.
- Assist in developing a survey data archive in line with IOM ICT data standards compliance and best practices, including the systematisation of information and the creation of the integrated survey database containing the information from across survey rounds to support the dissemination of survey results via data-sharing platforms to the global humanitarian and research communities.
- Supporting the preparation of analytical reports and products, preparing infographics based on the data collected within IOM sample surveys, and data available from other sources for further dissemination among the government and non-government stakeholders.
- In coordination with other IM colleagues, make suggestions to IOM management for other opportunities for data gathering, analysis and analytical materials preparation (reports, infographics, pagers, booklets, maps).
- Perform such other duties as may be assigned.

- Education, Experience and/or skills required
- University degree in Information Management, Computer Science, or a related field from an accredited academic organisation with 4 years of relevant professional experience.
- At least 3 years experience using some or all of the following tools: Microsoft Excel, SPSS, R, Stata, MySQL, SQL server, Microsoft PowerBI and/or HighCharts.
- Experience in information and data management including collection, storing, processing, and analysing large volumes of quantitative and qualitative data to generate intuitive information products.
- Proven experience with management and operation of databases.
- A working understanding of descriptive and inferential statistics.
- Fluency in English is required. Knowledge of Ukrainian and Russian will be considered an advantage.
