DAI is seeking qualified candidates for the Kyiv-based full time Training Coordinator position to join USAID Governance and Local Accountability (HOVERLA) team.

Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:
Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
Objective 2: More self-reliant subnational governance
Objective 3: Citizens play an increasingly influential role in local governance processes
Position Overview
The Training Coordinator manages planning, scheduling, and organization of frequent and varied training events with Government of Ukraine counterparts, Civil Society Organizations (CSOs) and other stakeholders. Training Coordinator works closely with technical, procurement, logistical and communications teams to conceptualize, schedule, organize and execute training events. Training events may range from small seminars to large scale training modules. Events may take place in various Oblasts of Ukraine.
Objectives and Duties
- Lead HOVERLA efforts in planning and implementation of training, workshops, formal certificate programs, internship, study tours, and mentorship opportunities;
- Under supervision from the Senior Training Coordinator, map out monthly and overall annual training plans for project participants;
- Organize seminars/workshops to train local GOU counterparts, CSOs, and associations in tools, methodologies, and best practices developed through HOVERLA;
- Support Senior Training Coordinator, conduct training needs assessment, develop tools, methodologies, and training curriculum, and organize necessary training and mentoring activities;
- Select, design and/or develop outsourced and/or in-house training programs. Partner with internal stakeholders and liaise with experts regarding instructional design;
- Engage with training and research institutions, civil service academies, and local government associations to design and develop training curriculum;
- Select appropriate training methods or activities;
- Leverage peer-to-peer learning and on-the-job coaching and mentoring, as well as applied, on-the-job learning that equips government officials and other stakeholders with the necessary skills to accomplish their work;
- Use known education principles and stay up to date on new training methods and techniques;
- Design, prepare and order educational aids and materials;
- Identify and recruit, with assistance from the HR Manager, necessary trainers. Oversee all hired trainers. Assess instructional effectiveness and determine the impact of training on HOVERLA key audience skills;
- Gather feedback from trainers and trainees after each educational session, collect and/or support collection of M&E data for Monitoring, Evaluation and Learning purpose;
- Provide input to technical and grant team on any grant activities related to training activities during grant design;
- Support grantees, subcontractors, and partner organizations on designing of activities related to organizational capacity building, training needs assessment, curriculum development and training activities, identify trainer / facilitator, and training evaluations (pre and post-tests);
- Document lesson learned in coordination with HOVERLA Monitoring, Evaluation and Learning Team and Communication and Outreach Team. Identify and contribute to success stories as required by USAID;
- Provide inputs to the Weekly, Monthly, Quarterly and Annual Reports and other reports as required;
- Other duties assigned by the Senior Training Coordinator, COP and DCOP.
Qualifications
- A bachelor’s degree in the field of public administration, education, economics, law, project management, or other relevant fields;
- Knowledge and understanding of training techniques and methodologies;
- At least 5 years of hands-on experience coordinating training events and/or being a trainer;
- Experience working and interacting with local authorities, private‐sector partners, representatives of civil society, and other donor agencies and ability to work in multi sector environment;
- Knowledge of decentralization reform, regional development, and local self-government would be an asset;
- Preferably experience working with USAID or other international donor-funded projects or NGOs;
- Fluent in Ukrainian; strong English language skills both verbal and written preferred.
