The Program Summary

Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other conflict-affected people where they are: displaced inside Ukraine, refugees in Poland, Romania, and Moldova, or trapped behind frontlines. We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all our impact will be delivered in partnership: with Ukrainian, Polish, Romanian and Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine.

In the initial response to the war in Ukraine, Mercy Corps is focused on the emergency delivery of aid to the affected populations, primarily through Multi-Purpose Cash Assistance (MPCA) and in-kind food and non-food assistance. Mercy Corps will continue this life saving assistance for as long as it is needed but acknowledges that recovery and resilience requires access to steady income alongside functioning markets. Therefore, alongside ongoing emergency activities, Mercy Corps will launch early recovery activities, that will contribute to stabilization of livelihoods and improved resilience for IDPs and conflict-affected individuals. In line with direct investments to support self-employment opportunities, SME and agriculture sectors, this pilot will work as an adaptive response mechanism and will adapt programming according to ongoing analysis of the context and potentially changing needs.

The Position (General Position Summary)

Database Officer is responsible for creation and maintenance of online platform database of theprogram participants for Resilience Pilot Project. In close cooperation with the Project Manager and MEL Coordinator, he/she will ensure operational status of the online database, that will allow to collect and process applications from program participant, track the vetting stages of applicants and generate gender, age, location, etc. disaggregated data, as requested by the project management. He/She at the same time should promote Mercy Corps values through various entry points in the project and preserve staff moral and enthusiasm for the project work.

Essential Responsibilities

  • Creation and maintenance of program participants online database platform;
  • Responding to the daily requests on the software needs, analysis of errors, small improvements, identification of possible gaps and elaboration of the ways of filling them;
  • Upgrading the software in order to add new components and functions as needed, making it more comprehensive and responsive to Resilience Pilot Project needs;
  • Administer maintenance of the database including backup and recovery. Creation of functional responsibilities;
  • Training of the project and local implementing partners teams to use the online database platform;
  • Ensure protection of the personal data, stored in the online database;
  • Perform other duties, as assigned by the project management.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • A minimum of 3 years’ experience in information technology system (IT); a relevant university degree in computer sciences is desirable;
  • Computer programming and database development, language: HTML, CSS, Java script, ASP and PHP & MySQL;
  • Experience of creating, testing and implementing various databases, including conducting regular maintenance, simplification and updates;
  • Ability to create management methods and systems to efficiently access information stored in the database system.
  • Ability to ensure strongly focusing on data conversation and data integration;
  • Problem solving skills;
  • Ability to troubleshoot, plan and design low maintenance systems is a must. Must understand, follow and implement existing policies on IT equipment use and best practices.
  • A demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
  • Good communication, presentation and reporting skills;
  • Full working proficiency in both oral and written English, Ukrainian and Russian (equally important);

Success Factors

To be successful in this role we expect you to have: Capability to creating, testing and implementing various databases, including conducting regular maintenance, simplification and updates. Proven experience of working as IT Engineer and knowledge on data architecture and data integration. Demonstrated understanding of the ethical and privacy issues and sensitiveness associated with collection and use of program participants data.
