Open to Internal and External Candidates

Position Title: Project Assistant (Shelter)

Duty Station: Lviv, Ukraine

Classification: General Service Staff, Grade G5

Type of Appointment: Special Short-Term, Six months with possibility of extension

Estimated Start Date: As soon as possible

 Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 Context:

Under the overall supervision of the Programme Coordinator (Shelter and Housing) and the Programme Manager (Shelter) and the direct supervision of Project Officer (Shelter) and in close coordination with Head of Field Office in Lviv and other technical programme specialists, the successful candidate will provide support to the implementation of IOM Ukraine’s efforts to increase community resilience and cohesion.

The incumbent will be responsible for monitoring infrastructural repairs and rehabilitations, in coordination with relevant colleagues, partners and municipalities. She/he will support in the needs identifications for collective centres regarding infrastructure repairs and refurbishment. In addition to following up on the work of contractors/labours and organizing and monitoring cash for work on community level interventions.

Core Functions / Responsibilities:

  1. Support the project team in planning, execution and handover of construction projects (rehabilitation of infrastructure buildings, water supply, drainage and sewerage systems) by coordinating and monitoring activities of the contractors and coordinating with implementing partners and stakeholders.
  2. Conduct field visits to assess and document damages and repair needs on collective centers, apartment buildings and other communal and private structures as well as communal infrastructure.
  3. Perform technical assessment of the sites and premises planned for rehabilitation works in terms of efficiency, inclusivity and relevance to the project criteria.
  4. Develop Bills of Quantity and Bills of Materials, designs and draft other necessary engineering documentation based on national legislation and IOM standards
  5. Provide technical support to the Procurement Unit, by reviewing or preparing Bill of Quantity (BoQs) and other construction-related procurement documents, performing bid analysis and technical evaluation of the bids to assure transparent and fair tendering process.
  6. Support planning and organization adequate oversight and site inspection towards to ensure that quality assurance activities are maintained permanently.
  7. Regularly monitor the rehabilitation works maintained by the contractors to ensure that works are executed in an effective and efficient manner, by complying with all technical requirements of IOM and Government authorities.
  8. Monitor contractor’s compliance with the technical requirements of the contract and schedule compliance by regular review of deliverables and recommendations to the project team on appropriate corrective actions, when necessary.
  9. Assist the project team in coordination with the governmental and local authorities in provision of all
  10. Participate in coordination of shelter and housing related meetings with external stakeholders (governmental, other aid actors, affected population), cluster technical working groups as instructed by Program Manager and Program Officer.
  11. Provide assistance to the project team in writing regular reports as required, by collecting, analyzing and summarizing information on various aspects of the project including financial, technical and schedule compliance.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience

 Education

  • High school technical construction diploma/certificate or equivalent with at least five years of relevant work experience;

OR

  • Bachelor’s degree or equivalent in Civil Engineering from an accredited academic institution with at least three years of relevant professional experience
  • Certification as a licensed professional engineer.

 Experience

  • Experience in shelter projects and distributions.
  • Excellent knowledge of structural analysis and operating adequate software. Also using of design software such as AutoCAD and planning software such as MS Project
  • Experience working with a non-governmental organization and/or international organization is an advantage.
  • Knowledge of applicable codes, policies, standards and best practices related to project.
  • Proficiency in computer applications (MS Word, Excel, Outlook etc).
  • Ability to work quickly and accurately and pay attention to detail.
  • Ability to meet deadlines and work under pressure.
  • Ability to present clear and concise information and good communication skills.
  • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds

 Languages

Fluency in English and Ukrainian is required.
