GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.

The Partnerships Officer will coordinate all relevant partnerships for the humanitarian response in Ukraine, including contributing to the partnership approach strategy; designing and applying tools for institutional assessments and capacity development plans; collaborating on grant design and development; and monitoring and supporting implementation of capacity development plans. There is one Partnerships Officer based in Chernivtsi and one in Chernihiv, both reporting to the Senior Partnerships Manager based in Kyiv.  Partnership Officers will travel frequently throughout the target Oblast.

The role of the Partnerships Officer is key to our coordination with local organizations within Chernivtsi and Chernihiv Oblasts. This role will be responsible for developing and managing relationships with organizational leadership, supporting with collaborative and partner-led capacity assessments, supporting partner-led capacity development plans and ensuring appropriate monitoring, evaluation and learning of partner programming.  This role is pivotal to Global Communities’ approach and prioritization of a locally delivered humanitarian response in Ukraine.

Essential Duties

  • Provide technical support and assist with development of corresponding partnership strategy as well as the tools, policies, and procedures required to achieve it under the guidance of the Sr. Partnerships Manager.
  • Support partner organizational capacity development through tools, coaching, mentoring and aligning resources with needs.
  • Support partners in leading their own capacity assessments and development plans and collaborate with partners to set milestones.
  • Support the development of monitoring plans and collaborate with MEAL team to ensure appropriate monitoring and documentation of monitoring results throughout program delivery.
  • Coordinate with program management, technical and operational teams at the Oblast level to provide capacity building and oversight support to partner programs.
  • Coordinate closely with grants management, M&E and feedback mechanism teams at the Oblast level to ensure safe, accountable, equitable and compliant delivery of humanitarian assistance.
  • Under the direction of the Senior Partnerships Manager, collaborate with CLEAR staff and the leadership of civil society/governance programs to minimize risks of duplication across humanitarian and development programs in assigned Oblast.
  • Support the identification of and accessibility of training resources for partners specifically linked to partner capacity development plans, humanitarian assistance or safety and security for partners in assigned Oblast.
  • Support the Senior Partnerships Manager in the development of advocacy priorities specifically related to partners or locally led humanitarian assistance in assigned Oblast.
  • Represent GC in relevant fora to coordinate and collaborate on partnership approaches in the assigned Oblast.
  • Provide mentoring support to partner organizations where required.

Qualifications / Skills 

  • Undergraduate degree in a related discipline and a minimum of four years of related work experience or a minimum of them years of related work experience.
  • Demonstrated experience working on civil society and governance programming and working directly with local civil society organizations in Chernihiv and/or Chernivtsi Oblasts.
  • Demonstrated experience with developing and implementing tools for partnership selection and management.
  • Demonstrated experience with capacity development or developing and facilitating training.
  • Prior experience working on USAID, UN, or other donor funded programs preferred.
  • Experience managing diverse and multi-functional teams.
  • Experience with negotiations with local partners.
  • Demonstrated ability to adapt to new environments and work with multi-national staff.
  • Working proficiency in English required.
