The Swiss Tropical and Public Health Institute (Swiss TPH) is recruiting an:
Emergency preparedness & International Health Regulations expert in Ukraine

Aim of the job
Act as an Emergency Preparedness and International Health Regulations expert for the Public Health Systems Recovery and Resilience Project in Ukraine, which is led by Pact, funded by USAID and where Swiss TPH is a sub-awarded tasked to implement 2 main project objectives:
1) Mitigate COVID-19 outbreaks and secondary impacts on essential health services, 2) Increase the resilience and capacity of the public health services, including as it relates to enhanced surveillance and responding to emergencies.

Specifically, to contribute to the development and roll-out of plans and activities in the areas of emergency preparedness and response, as well as International Health Regulations and to implement or oversee implementation of project activities in these areas
1. Main Tasks
– Support implementation of priority areas of work identified under IHR, which includes but not limited to emergency preparedness and response, and crisis communication
– Support the national and regional level in developing and implementing emergency preparedness and response plans for different Public Health threats
– Liaise with regional and national stakeholders to enhance coordination between national and regional level during emergencies
– Provide capacity building for national and regional staff in the field of emergency response for different types of public health threats (including providing both theoretical and practical training through simulation exercises)
– Provide support for the development of SOPs and processes for emergency preparedness in coordination with Public Health experts and Laboratory experts
– Provide technical inputs on emergency response based on international standards and up-to-date best practices and scientific evidence
– Foster collaboration and coordination among different actors in the health system to promote the uptake of new processes, guidelines and activities concerning emergency preparedness and response, including risk communication
2. Minimum requirements for current position
– Graduate in chemical, biomedical or natural sciences
– Post-graduate qualifications desired and emergency response training certificates / IHR training
– Fluent in Ukrainian, with intermediate English
3. Technical Skills
– Expertise in emergency response and international health regulations acquired in managing emergencies within real-life contexts
– Capacity to communicate and train multi-disciplinary teams to adopt emergency response measures
– Good understanding of international health regulations
– Solid understanding of the Ukrainian Public Health landscape and the different actors and stakeholders involved
– Capacity to identify critical barriers within current emergency response processes and come up with solutions to overcome these barriers
4. Soft Skills
– Capacity to interact with a wide range of stakeholders, from community members up to high level officials.
– Capacity to communicate fluently in English and Ukrainian
– Capacity to handle stressful situations and to leverage teams with a wide range of expertise.
– Respect to professional, research and ethical codes of conduct
– Respect to personal and community diversities, of all types

5. Experience
– At least 5 years’ experience as an emergency preparedness and response expert within Ukraine or within a European context
– Experience in developing and/or implementing training activities in the area of emergency preparedness and response

Location: Ukraine. Preferably Kyiv.
