The Swiss Tropical and Public Health Institute (Swiss TPH) is recruiting a Disease Surveillance Expert based in Ukraine

Aim of the job

– Act as a Disease Surveillance Specialist for the Public Health Systems Recovery and Resilience Project in Ukraine, which is led by Pact, funded by USAID and where Swiss TPH is a sub-awarded tasked to implement 2 main project objectives:
1) Mitigate COVID-19 outbreaks and secondary impacts on essential health services
2) Increase the resilience and capacity of the public health services, including as it relates to surveillance and responding to emergencies.

– Specifically, to contribute to the development and roll-out of plans and activities in the areas of disease surveillance with national partners, and to implement or oversee implementation of project activities in the field of Public Health and Disease surveillance.

1. Main Tasks
– Interact with Pact and national level actors in the area of epidemiological surveillance of communicable and noncommunicable diseases
– Support day to day project activities related to disease surveillance in 8 oblasts in the central and western part of Ukraine to strengthen the Public Health system at regional level
– Provide support in developing and implementing capacity building activities in the fields of disease surveillance and outbreak and response management for different public health threats at regional and national level
– Provide support and guidance to Public Health staff in implementing outbreak prevention and response measures
– Provide support for the development of SOPs and processes to enhance disease surveillance at regional level with a focus on vaccine-preventable and food and water-borne diseases
– Provide technical inputs on disease surveillance based on current best practices and scientific evidence
– Liaise with other Public Health experts working within RCDCs, the Public Health Center of the MoH Ukraine to foster the coordination and roll-out of project activities, in collaboration with international organizations operating in the same context
– Foster collaboration and coordination among different actors in the health system to promote the uptake of new processes, guidelines and activities concerning disease surveillance

2. Minimum requirements for current position
– Graduate in health sciences: medical sciences or natural sciences degree
– Post-graduate qualification on public health, epidemiology, data analysis, statistics or health services management.
– Ukrainian and English language skills

3. Technical Skills
– Expertise in the disease surveillance field; namely in one or more of the following topics: public health, epidemiology and data analysis, outbreak management and response, infectious diseases, emergency preparedness and response for different public health threats (biological, chemical, nuclear and radiological threats), laboratory surveillance
– Solid understanding of the Ukrainian Public Health system and the different actors and stakeholders involved
– Capacity to identify critical barriers within the public health and disease surveillance system and come up with solutions to overcome these barriers and establish priorities
– Knowledge of different data sources, literature sources where to retrieve best evidence-based information on Public Health and knowledge on how to use data for decision-making
– Knowledge on data flows and data collection systems used in Ukraine to collect data on infectious diseases

4. Soft Skills
– Capacity to multi-task and work in a fast-paced environment and rapidly identify priorities for action in disease surveillance
– Capacity to interact with a wide range of stakeholders
– Capacity to handle stressful situations and to leverage teams with a wide range of expertise
– Respect to professional, research and ethical codes of conduct
– Respect to personal and community diversities, of all types

5. Experience
– At least 5 years’ experience in Public Health and/or Disease surveillance activities in Ukraine
– Experience in working at public health centres either at regional or national level
– Experience in developing and/or implementing training activities in Public Health/Disease surveillance
– Preferred experience in data collection procedures, data management and analysis and reporting of infectious disease data
– Proven track record of contributions to Public Health or disease surveillance programmes.

Location: Ukraine. Preferably Kyiv or with willingness to commute to Kyiv on a weekly basis.
